In Cosmopolitanism and the Age of School Reform, noted educationalist Thomas Popkewitz explores turn-of-the-century and contemporary pedagogical reforms while illuminating their complex relation to cosmopolitanism. Popkewitz highlights how policies that include "all children" and leave "no child behind" are rooted in a philosophy of cosmopolitanism—not just in salvation themes of human agency, freedom, and empowerment, but also in the processes of abjection and the differentiation of the disadvantaged, urban, and child left behind as "Other."

This edited volume reflects on how the “transnational” features in education as well as policies and practices are conceived of as mobile and connected beyond the local. Like “globalization,” the “transnational” is much more than a static reality of the modern world; it has become a mode of observation and self-reflection that informs education research, history, and policy in many world regions. At the height of the Cultural Revolution and the Cold War in 1971, the historian Joseph Levenson made the astute observation that China used to be cosmopolitan on account of Confucianism. At that time, the notion of China, much less Confucianism, as somehow being cosmopolitan may have surprised many of his readers, especially because so many conventional ideas about China-ranging from its "kith and kin" social structure to its purportedly eternal and monolithic state structure-seem to reflect a society that was the very antithesis of cosmopolitanism. Indeed, even now, or perhaps even more so now on account of growing Chinese nationalism, Han chauvinism, and global fears of a rising China, the idea of Chinese cosmopolitanism may strike many as ill conceived.Levenson, as with so much of his scholarship, was clearly on to something important. In fact, in the current academic climate it seems almost irresponsible not to address this. This book is therefore a much-needed pioneering attempt to explore the implications and possibilities of Levenson's potent observation regarding China in relation to the growing scholarship on cosmopolitanism around the world. Cosmopolitanism and relevant notions are widely discussed in philosophy of education and educational studies more generally. There is a vast literature on the topic that often invites conceptual discussion and requires some work in the direction of crucial clarifications. Thinking Differently About Cosmopolitanism argues that a new conception of cosmopolitanism is needed and addresses this need by formulating a conception of cosmopolitanism as an "eccentric" ethico-political ideal. Such cosmopolitanism is eccentric in the sense that it decenters the self, it cultivates centrifugal virtues, and it questions the concern for the globally enriched self. In this book, Papastephanou lays the foundation for a more refined conception of the topic, and provides a fruitful interdisciplinary discussion of its relation to globalization, Eurocentricism, developmentalism, and modernity.
