This book examines the full range of counterinsurgency intelligence during the Malayan Emergency. It explores the involvement of the Security Service, the Joint Intelligence Committee (Far East), the Malayan Security Service, Special Branch and wider police service, and military intelligence, to examine how British and Malayan authorities tackled the insurgent challenge posed by the Malayan Communist Party. This study assesses the nature of the intelligence apparatus prior to the declaration of emergency in 1948 and considers how officials attempted to reconstruct the intelligence structures in the Far East after the surrender of the Japanese in 1945. These plans were largely based upon the legacy of the Second World War but quickly ran into difficultly because of ill-defined remits and personality clashes. Nevertheless, officials did provide prescient warning of the existential threat posed by the Malayan Communist Party from the earliest days of British reoccupation of Malaya. Once a state of emergency had been declared, officials struggled to find the right combination of methods, strategy and management structures to eliminate the threat posed by the Communist insurgents. This book argues that the development of an effective counterinsurgency intelligence strategy involved many more organisations than just Special Branch. It was a multifaceted, dynamic effort that took far longer and was more problematic than previous accounts suggest. The Emergency remains central to counterinsurgency theory and thus this wide-ranging analysis sheds crucial light not only on the period, but on contemporary doctrine and security practices today.

This book analyses the nationalist rebellion which emerged in Romania following the Second World War. The first two decades after the end of the war were times of rebellion in imperial peripheries. Armed movements, sometimes communist but nearly always nationalist in orientation, rose in opposition to retreating or advancing imperial powers. One such armed revolt took place in Romania, pitting nationalist partisans against a communist government. This book is an analysis of how the authorities crushed this rebellion, set in the context of parallel campaigns fought in Europe and the Third World. It focuses on population control through censorship, propaganda and deportations. It analyses military operations, particularly patrols, checkpoints, ambushes and informed strikes. Intelligence operations are also discussed, with an emphasis on recruiting informants, on interrogation, torture and infiltration. Bullets, brains and barbwire, not “hearts and minds” approaches, crushed internal rebels in post-1945 campaigns.

This book examines the complex practice of counter-insurgency warfare through the prism of British military experiences in the post-war era and endeavours to unpack their performance. During the twentieth century counter-insurgency assumed the status of one of the British military’s fortes. A wealth of asymmetric warfare experience was accumulated after the Second World War as the small wars of decolonisation offered the army of a fading imperial power many opportunities to deploy against an irregular enemy. However, this quantity of experience does not translate into quality. This book argues that the British, far from being exemplars of counter-insurgency, have in fact consistently proved to be slow learners in counter-insurgency warfare. This book presents an analysis of the most significant British counter-insurgency campaigns of the past 60 years: Malaya (1948-60), Kenya (1952-60), South Arabia (1962-67), the first decade of the Northern Irish ‘Troubles’ (1969-79), and the recent British counter-insurgency campaign in southern Iraq (2003-09). Colonial history is used to contextualise the contemporary performance in Iraq and undermine the commonly held confidence in British counter-insurgency. Blending historical research with critical analysis, this book seeks to establish a new paradigm through which to interpret and analyse the British approach to counter-insurgency, as well as considering the mythology of inherent British competence in the realm of irregular warfare. Dr Comber's account of General Templer's administration in Malaya as High Commissioner and Director of Operations (1952-54) during the Malayan Emergency departs from the usually accepted orthodox assessment of his time in Malaya by focusing on the political and socioeconomic aspects of his governance rather than the military. In doing so, Dr Comber has relied mainly on primary and other first-hand sources, including the confidential reports sent from Malaya by the Australian Commission to the Australian government in Canberra, and the private papers of some of the leading Malayan politicians of the time with whom Templer had dealings which have been deposited in the ISEAS Library, Singapore, many of which have not been used before.The evidence and facts that Dr Comber marshals in this study reflect well the reservations that were often felt about General Templer's authoritarian form of government. While he was a good general and had an impressive military record, his administration in Malaya was marred by a lack of understanding of the background to Malaya's history and the subtleties that are inherent in its culture and way of life which would have enabled him to come to terms more easily with the aspirations of the Malayan people for self-government and independence.

The Strategic Use of Force in Counterinsurgency: Find, Fix, Fight focuses on how to understand the relationship between the use of force and the outcomes of such use. Specifically, there is debate as to how to evaluate counterinsurgency conflicts, and what prescriptions flow from that evaluation. The Neo-Classicist school emphasises prescriptions which are either directly from, or inspired by, Cold War counterinsurgency efforts undertaken by anti-communist states. The Revisionist school focuses on how best to evaluate the political dimensions of such conflicts. This book finds that a third approach, Reflective-Action, is best as it combines Neo-Classicism’s strength of issuing practical prescriptions with Revisionism’s strength for conceptually evaluating counterinsurgency conflicts. This conceptual debate is exposited in three cases. They are the British counterinsurgency during the Malayan Emergency of the 1940s and 1950s, American counterinsurgency in South Vietnam during the 1960s and 1970s, and the Coalition counterinsurgency in Iraq during the 2000s.
