This book examines the ways in which the views of the public inhabit the counter-terrorism policy space, with a focus on the UK case. Drawing insights from Critical Terrorism Studies, Critical Security Studies and studies of public opinion, the book develops an argument that the relationship between public opinion is complex, iterative and mutually instantiating. Rather than public opinion and counter-terrorism policy existing in a simple, uni-directional causal relationship, the book argues that whilst counter-terrorism policy actors are informed by public opinion, in important ways they also construct that very opinion. This argument is made through an empirical analysis of UK counter-terrorism policy. Drawing on primary research interviews with key counter-terrorism policy actors, and security professionals, as well as original analysis of parliamentary debates, the book demonstrates that rather than UK counter- terrorism politics being closed and elite-driven, there exists a complex, dialectical relationship between public opinion and both the making and the implementing of counter-terrorism policy. This book will be of much interest to students of critical terrorism studies, counter-terrorism, security studies, British politics and communication studies.

This book examines the permissibility and effectiveness of targeted killing in campaigns against terror. Targeted killing has become a primary counterterrorism measure used by several countries in their confrontation with lethal threats. The practice has been extensively used by the US in Afghanistan, Iraq, Pakistan, Yemen and Somalia, and by Israel in the West Bank and Gaza. Several studies have already explored the difficult balance between achieving security while maintaining the liberties and rights of a country’s civilians. This book goes a step further by seeking to examine whether maintaining those liberties by complying with legal standards and minimizing unintended deaths can be more effective for national security. Using targeted killing applied by Israel, in particular, as well as the United States during the first decade of the twenty-first century as case studies, this book explores that question and ultimately assesses whether compliance with legal standards can strengthen a state in its campaign against terrorism and thus provide stronger security. The book focuses on civilian-related criteria, hypothesizing that minimizing civilian casualties will maximize effectiveness in an asymmetric war setting. The conclusions are not limited to a specific tactic or theater, and if adopted might have far-reaching implications for how asymmetric warfare is strategized. This book provides an institutional costs framework for intelligence and security communities to examine the factors that can encourage or obstruct cooperation. The governmental functions of security and intelligence require various organisations to interact in a symbiotic way. These organisations must constantly negotiate with each other to establish who should address which issue and with what resources. By coupling adapted versions of transaction costs theories with socio-political perspectives, this book provides a model to explain why some cooperative endeavours are successful, whilst others fail. This framework is applied to counterterrorism and defence intelligence in the UK and the US to demonstrate that the view of good cooperation in the former and poor cooperation in the latter is overly simplistic. Neither is necessarily more disposed to behave cooperatively than the other; rather, the institutional costs created by their respective organisational architectures incentivise different cooperative behaviour in different circumstances. This book will be of much interest to students of intelligence studies, organisational studies, politics and security studies.
