Does the public alter American foreign policy choices, or does the government change public opinion to supports its policies? In this detailed study, Douglas Foyle demonstrates that the differing influence of public opinion is mediated in large part through each president's beliefs about the value and significance of public opinion.Using archival collections and public sources, Foyle examines the beliefs of all the post-World War II presidents in addition to the foreign policy decisions of Presidents Dwight Eisenhower, Jimmy Carter, Ronald Reagan, George Bush, and Bill Clinton. He finds that some presidents are relatively open to public opinion while others hold beliefs that cause them to ignore the public's view. Several orientations toward public opinion are posited: the delegate (Clinton) favors public input and seeks its support; the executor (Carter) believes public input is desirable, but its support is not necessary; the pragmatist (Eisenhower, Bush) does not seek public input in crafting policy, but sees public support as necessary; and finally, the guardian (Reagan) neither seeks public input nor requires public support. The book examines the public's influence through case studies regarding decisions on: the Formosa Straits crisis; intervention at Dien Bien Phu; the Sputnik launch; the New Look defense strategy; the Panama Canal Treaties; the Soviet invasion of Afghanistan; the Strategic Defense Initiative; the Beirut Marine barracks bombing; German reunification; the Gulf War; intervention in Somalia; and intervention in Bosnia.

Mr. Anthony Hope is finding out his enviable position. Do what he will, he has the power to please most people. Whatever be his moods, and whatever the quality of his performance, he is never awkward, and elegance of form in any literary matter popularly interesting is so uncommon that gratitude and admiration are widespread and intense in proportion. Now that he is finding this out, it is not surprising that he should take advantage of it, and give pleasure to his numerous admirers as frequently and with as little trouble to himself as possible. It is impertinent to pry into the state of Mr. Hope's soul to see if it is growing demoralised by easy triumphs, but it is quite justifiable to say that a little more effort than is to be found in this book is wanted to keep to the estimate which some sincere but discreet admirers have formed of his powers. The stories here are entertaining, and the youth of fourteen who should disapprove of them would do so from mere dulness. But there are features in it that would lead one to believe they were not written for lads in their early teens. Yet it is not exactly a book for men and women, to whom the tales, excellent in imagining as many of them are, must be spoilt by the artificiality of the mechanism, and the conventionality of all the motives, feelings, and expressions, of the human beings concerned. Mr. Hope is a novelist of power, and he gives us an unimpeachable gift-book of a quality equalled by a dozen boys' story writers any Christmas. His Antonio he calls an outlaw ; but he is the outlaw of a maiden-aunt's or a schoolmaster's imagination—compounded of demi-god and family pastor. True, he appears to us through the narrative of a holy father, but Mr. Hope chose that medium, and if it was unsuitable for the rough record of the wild men who took to the hills, he is responsible.

Kent Greenawalt's From the Bottom Up constitutes a collection of articles and essays written over the last five decades of his career. They cover a wide range of topics, many of which address ties between political and moral philosophy and what the law does and should provide. A broad general theme is that in all these domains, what really is the wisest approach to difficult circumstances often depends on the particular issues involved and their context. Both judges and scholars too often rely on abstract general formulations to provide answers. A notable example in political philosophy was the suggestion of the great and careful scholar, John Rawls, that laws should be based exclusively on public reason. The essays explain that given uncertainty of what people perceive as the line between public reason and their religion convictions, the inability of public reason to resolve some difficulty questions, such as what we owe to higher animals, and the feeling of many that their religious understanding should count, urging exclusive reliance on public reason is not a viable approach. Other essays show similar problems with asserted bases for legal interpretations and the content of provisions such as the First Amendment.
