The Country Gender Assessment of Agriculture and the Rural Sector report provides a gender perspective of the agricultural and rural sector of Papua New Guinea. The analysis provides an overview of the gender-based gaps and inequalities in access to and control over critical productive resources and opportunities. The methods used involved a two-tier approach where there was the review of literature related to women’s engagement in agriculture and the rural sector as well as, semi-structured interviews and focus group discussions with selected groups. The findings recognizes that agriculture is key for the country’s economy. However, there remains to be persisting challenges in creating an enabling environment for enhancing women’s participation in food value chains. Additionally, the disparities are obvious in access to and control over key agricultural resources. The rural women even though are major contributors to the economy, their rights are not properly recognized hence, are excluded systematically from access to decision-making. It is thereby concluded that the lack of influential gender sensitive leadership and coordination of the agricultural sector impede the empowerment of rural women and girls in the country. The recommendation include a gender and workplace policy developed for the agricultural sector. Importantly, this publication is a tool for FAO, the Government of Papua New Guinea and other development partners to mainstream gender into programming towards gender equality and the empowerment of rural women in Papua New Guinea.

The objective of the Assessment is to analyse the agriculture and rural sectors from a gender perspective at the macro level (policy), meso level (institutional) and micro level (community and household). The Assessment seeks to identify gender inequalities in access to critical productive resources, assets, services and opportunities. The assessment looks at the priorities, needs and constraints of both women and men in agricultural and rural communities, and the gaps that exist in responding to these issues. It also provides recommendations and guidance to promote gender sensitivity in future programmes and projects, and identifies possible partners for gender-related activities. This Assessment is also intended to raise awareness about gender issues among policy-makers, FAO officers, NGOs and community-based organizations (CBOs) in Fiji. It provides background and gender-related information, and can be used as a tool to mainstream gender perspectives in future policies, projects and programmes in ways that empower rural women.

Papua New Guinea (PNG)’s economy is weathering the pandemic well, despite many challenges. Real GDP in 2022 is projected to exceed its 2019 level, and the medium-term outlook is positive, supported by investment in (and revenues from) the resource sector. The war in Ukraine is impacting PNG through higher commodity prices and higher inflation, with the former leading to a stronger balance of payments and higher fiscal revenues, since PNG is a large commodity producer. Risks remain skewed to the downside and include a worsening health situation given the low vaccination rate, volatility in commodity prices, and political instability.

In the Pacific, as elsewhere, indigenous communities live with the consequences of environmental mismanagement and over-exploitation but rarely benefit from the short-term economic profits such actions may generate within the global system. National and international policy frameworks ultimately rely on local community assent. Without effective local participation and partnership, these extremely imposed frameworks miss out on millennia of local observation and understanding and seldom deliver viable and sustained environmental, cultural and economic benefits at the local level. This collection argues that environmental sustainability, indigenous political empowerment and economic viability will succeed only by taking account of distinct local contexts and cultures. In this regard, these Pacific indigenous case studies offer ‘islands of hope’ for all communities marginalised by increasingly intrusive—and increasingly rapid—technological changes and by global dietary, economic, political and military forces with whom they have no direct contact or influence.

Pacific economies are bouncing back as tourism recovers and infrastructure projects resume, but inflationary pressures and vulnerability to natural hazards remain downside risks. This edition of the Pacific Economic Monitor tracks the rebound of some tourism-dependent economies; explores new opportunities from agriculture, digitalization, and fisheries; and analyzes ways to mitigate fiscal risks and support sustainable economic growth. It highlights how policies can better support women entrepreneurs and how strengthening fiscal reserves can help countries recover more quickly from shocks.

Micro, small, and medium-sized enterprises (MSMEs) play a significant role in economic development in Pacific island countries and offer pathways to women’s leadership and economic empowerment. This report explores the state of knowledge on women’s economic empowerment in the region, focusing on women’s entrepreneurship and MSMEs owned by women. Drawing on over 200 published papers and studies and 11 quantitative datasets, it analyzes drivers of—and barriers to—women’s economic empowerment. It looks at business ownership, formalization, and expansion; violence against women and girls; and the effects of the COVID-19 pandemic. The report provides recommendations for research, policy, and programming.

In October 1996, The East Asia and Pacific Region developed a Regional Gender Action Plan that stressed the importance of country-specific strategies regarding gender issues. This report on gender in Papua New Guinea intends to lay the foundation for such a strategy. The report provides an outline of the key historical, economic, demographic, political, geographic, socio-cultural, legal and institutional issues that are relevant to understanding the status of women in Papua New Guinea today.

Food systems are intimately linked to our lives – through the food we eat, our nutrition and health, our livelihoods, jobs, and the environment and natural resources of the planet. The main challenge for food systems is to produce nutritious food for all while preserving our biodiversity and environment and ensuring equitable distribution of wealth. This Food Systems Profile provides a summary of the main food system issues in Papua New Guinea and highlights potential solutions for their sustainable and inclusive transformation. It is the result of a systemic analysis and stakeholders' consultation that was part of a global assessment of food systems in over 50 countries, following a joint initiative by the European Union, FAO, and CIRAD which aims at catalysing the sustainable and inclusive transformation of food systems.
