The objective of the assessment is to analyse the agriculture and rural sectors from a gender perspective at the macro level (policy), meso level (institutional) and micro level (community and household). The Assessment seeks to identify gender inequalities in access to critical productive resources, assets, services and opportunities. The assessment looks at the priorities, needs and constraints of both women and men in agricultural and rural communities, and the gaps that exist in responding to these issues. It also provides recommendations and guidance to promote gender sensitivity in future programmes and projects, and identifies possible partners for gender-related activities. This Assessment is also intended to raise awareness about gender issues among policy-makers, FAO officers, NGOs and community-based organizations (CBOs) in Tonga. The Hunga Tonga-Hunga Ha’apai (HT-HH) undersea volcano in the Kingdom of Tonga erupted on 15 January 2022 at 17.10 hours local time in a blast that was felt across the world. As a result of the eruption, the Government of Tonga declared a state of emergency on 16 January 2022. The eruption resulted in two events with potential impacts on agriculture livelihoods and all agriculture sub-sectors (crops, livestock, fisheries and aquaculture and forestry): a volcanic ash cloud and a tsunami. The Ministry of Agriculture, Food and Forestry and the Ministry of Fisheries, together with FAO, conducted a Volcano Eruption Household Impact Survey. Data collection was facilitated by Mainstreaming of Rural Development Innovation (MORDI) Tonga Trust, a national partner for project implementation. The household survey was conducted in the three most impacted divisions – ‘Eua, Ha’apai and Tongatapu. A total of 854 households were interviewed across the three divisions. The data collection process was challenged by various issues, including movement restrictions due to COVID-19 lockdown. This impact report outlines the findings of the survey and proposes medium- and long-term recommendations.

Based on extensive original fieldwork, this book examines the complex and diverse livelihoods of Zimbabwe’s Tonga people as they have developed over time, including in the wake of the country’s post- 2000 political and economic crises. Despite being endowed with natural resources, the northwest region of Zimbabwe inhabited by the Tonga people is one of the most marginalised and underdeveloped parts of the country, neglected by both colonial and postcolonial governments. The Tonga- speaking people are a minority ethnic group that settled on either side of the Zambezi River around 1100 AD and remain deeply dependent on the river for their socio- economic livelihoods. This book reflects on the challenges faced by the Tonga people, from poor infrastructure, health and education facilities, to the issues caused by soil infertility and extremely low rainfall, which have been exacerbated by climate change. Many Tonga people were displaced by the construction of the Kariba Dam in the 1950s, and their access to the region’s natural resources has been restricted by successive governments. Showcasing the research of Zimbabwean scholars in particular, this book not only reflects on the vulnerabilities faced by the Tonga, but it also looks beyond these, to the livelihood practices that are thriving despite these challenges, and the ways in which livelihoods intertwine with Tonga culture and society more broadly. Overall, this book highlights the resilience of the Tonga people in the face of years of politico- economic crisis and will be an important contribution to research on livelihoods, ethnic minorities and rural development in Africa.
