What current discourses are relevant for border areas? What opportunities for and obstacles to integrated territorial development arise from the specific situation of border regions? How can these be utilised or overcome in a goal-oriented way? These questions were central to the discussions of the Border Futures working group. Border regions like the Greater Region or the Trinational Metropolitan Region of the Upper Rhine extend far beyond the immediate border area. While institutional structures of cooperation can be perpetuated through agreements and organisations, there is a lack of instruments which cross-border cooperation structures can deploy in response to changing situations. Cross-border cooperation faces new challenges from increasing cross-border interactions, processes of economic structural transformation, new energy policies in the national sub-spaces, and demographic change. Another factor is increasing spatial polarisation, which influences the further development and future viability of the affected border areas, and involves metropolisation issues in urban centres and the provision of public services in rural districts. Building on discussions of the Border Futures working group, this volume sheds light on cross-border cooperation in practice with recent research relevant to planning in border regions in the European context. The insights collected here are intended to be usable in the border areas within the territory of the Regional Working Group and should also contribute towards the broader specialist discourse on the further development of cross-border cooperation. Issues of sustainable cross-border governance, new spatial functions and new planning instruments play a role here, as do the possibilities provided by the current EU structural policy programming period for border areas

The implementation of the Association Agreement (AA), including the Deep and Comprehensive Free Trade Area (DCFTA), between the EU and Ukraine has brought about a qualitatively new situation in the development of border regions and regional societies on both sides of the Schengen border. This volume’s comparative study of the impacts of the AA and the DCFTA on borderlands in Ukraine, Poland, Slovakia, Hungary and Romania will contribute to the identification of new opportunities for cross-border cooperation and policy considerations for its further development.

This book looks at experience in government restructuring and devolution from a variety of national and international perspectives, both within the European Union and elsewhere, focusing on lessons learned and ways forward.Since the 1980s, there has been a global trend to give more power to local governments. Even in Korea and the United Kingdom, the most centralised countries in the OECD, local government powers have increased, with substantial economic benefits. Within the European Union, the principle of subsidiarity has enshrined the idea of devolution. New member states, particularly in central and eastern Europe, have significantly created new and self-sufficient local and regional governments. However, this process has been complicated. Devolution is not a panacea in its own right, and need not lead to economic growth. While it can encourage savings through collaboration, it can also lead to confused lines of authority and can complicate policy formation and implantation. Devolution can strain local budgets, forcing local governments to rely on their own sources of finance, rather than central government transfers. Suburbanisation, rural depopulation, the growth of some regions, and the decline of others have raised new problems, particularly related to inter-governmental cooperation among local governments and different levels of government. In many cases, an increased number of governments has increased administrative costs.

Across Europe there is a rapidly changing context for undertaking regional development. In the 20th century, development of the former planned economies (Bulgaria, Czech Republic, Hungary, Poland, Romania and Slovakia), was defined by these countries differences, rather than their common ideological roots. These disparities altered over time and were marked by changing social structures. However, the ranking of regions has remained the same as core areas have strengthened their positions while the structural obstacles to the modernisation of peripheral areas have remained due to a lack of coherent regional policy. This book examines the specific regional development paths of Central and Eastern European countries and evaluates the effects of the determining factors of this process. Through analysis of the system of objectives, instruments and institutions used in different eras, and case studies of Hungary, East Germany and Germany, development models are established and compared with Western European patterns. The book summarises the experiences of Central and Eastern European regional cooperation and examines the basic nature of the cohesion problems of the Carpathian Basin trans-national macro region. The book explores the relationship between the shrinking process and architecture and urban design practices. Starting from a journey in former East Germany, six different scenes are explored in which plans, projects, and policies have dealt with shrinkage since the 1990s. The book is a sequence of scenes that reveals the main characteristics, dynamics, narratives, reasons and ambiguities of the shrinking cities’ transformations in the face of a long transition. The first scene concerns the demolition and transformation of social mass housing in Leinefelde-Worbis. The second scene deals with the temporary appropriation of abandoned buildings in Halle-Neustadt. The third scene, observed in Leipzig, shows the results of green space projects in urban voids. The scene of the fourth situation observes the extraordinary efforts to renaturise a mining territory in the Lausitz region. The fifth scene takes us to Hoyerswerda, where emigration and ageing process required a reduction and demolition in housing stock and social infrastructures. The border city of Görlitz, the sixth and last scene, deals with the repopulation policies that aim to attract retirees from the West.

In the context of the end of the Cold War and the spread of globalism, sub-regions are attracting attention as new social units of international society never before observed. In the "second wave" of regionalism that became active in the 1980s, a new regionalism, which differed qualitatively from the old regionalism, expanded globally. This "new regionalism" is characterized by multi-dimensionality, complexity, fluidity, and non-conformity, and within it we cannot overlook the fact that spaces on a new scale, such as sub-regions, are being formed in various parts of the world. The sovereign state system that has continued unbroken since the Westphalia Treaty is being transformed, and within this context, the increase in the number of sub-regions as new social units adds to the sense that we have arrived at a post-Westphalian international order. This book focuses on sub-region as a new social unit of international society. It is based on the findings obtained through meticulous fieldwork and joint studies conducted over the past 10 years by about 20 researchers, primarily from Japanese universities and Chiang Mai University, Thailand. The sub-regions described here are mostly international cross-border spaces or units in the interior of a certain region, which include: multiple states, states and parts of states, or more than two parts of states (often referred to as micro-regions). Such sub-regions have been formed in various parts of the world since the end of the Cold War. However, studies on sub-regions remain unexplored in the existing studies of regionalism. The few studies that do exist mainly focus on the economic aspects of sub-regions. In contrast, this book will specifically examine the sub-regions in Asia (especially the Mekong region and Europe) as main cases from a political science and international relations perspective, aiming to establish a new/alternative international relations by carving out a political angle of sub-region as a new social unit of international society and attempting to shift the paradigm of conventional international relations. To understand the political dimension of a sub-region, this book will mainly focus on three aspects: sub-regions and state strategies, bottom-up dimension of sub-regions, and sub-regions and borders.
