Globalization requires governments to operate in a context different than before, which is to integrate other participants of diplomacy in its own decision-making processes. Governments have been focusing on new strategies, such as involving non-state actors and institutions, providing greater transparency, and acting collectively as often as possible.

Cultural Diplomacy: Beyond the National Interest? is the first book bringing together, from the perspective of the cultural disciplines, scholarship that locates contemporary cultural diplomacy practices within their social, political, and ideological contexts, while examining the different forces that drive them. The contributions to this book have two methodologies: the first, to deconstruct and demystify cultural diplomacy, notably the ‘hype’ that accompanies it, especially when it is yoked to the notion of ‘soft power’; the second, to better understand how contemporary cultural diplomacy actually operates. In applying a cultural lens to the question, this book probes whether there can be such a thing as a cultural diplomacy ‘beyond the national interest’. This book was originally published as a special issue of the International Journal of Cultural Policy.

Recent studies on the meaning of cultural diplomacy in the twentieth century often focus on the United States and the Cold War, based on the premise that cultural diplomacy was a key instrument of foreign policy in the nation’s effort to contain the Soviet Union. As a result, the term “cultural diplomacy” has become one-dimensional, linked to political manipulation and subordination and relegated to the margin of diplomatic interactions. This volume explores the significance of cultural diplomacy in regions other than the United States or “western” countries, that is, regions that have been neglected by scholars so far—Eastern Europe, Asia, and the Middle East. By examining cultural diplomacy in these regions, the contributors show that the function of information and exchange programs differs considerably from area to area depending on historical circumstances and, even more importantly, on the cultural mindsets of the individuals involved.

The Book is a window on Indian cultural diplomacy, which is set against the backdrop of its ethos of 'Vasudhaiva Kutumbakam' (The World is a Family). It examines various instrumentalities, such as Cultural Agreements, Festivals of India, Cultural Centres and Chairs of Indian Studies, used by India, to achieve its objectives. The role played by Education, Media and Diaspora, as bridge builders is evaluated. The Book peeps into global cultural hubs, like the Smithsonian Institution in Washington DC and the working of cultural diplomacy at grassroots level at Chandigarh and Chicago. Two chapters in the Book look at the operation of cultural diplomacy in the Indian diplomatic missions and foreign diplomatic missions in India. This adds a practical dimension to the conceptual framework, as seen by practitioners of diplomacy. The final chapter provides an overview on the existing reality. A section on 'The Way Ahead' makes a number of practical recommendations in five clusters, to take cultural diplomacy to a higher plateau. Finally, it raises a set of pertinent issues and points for consideration by theoreticians and practitioners of cultural diplomacy. The Book would serve as a useful reference point for further studies, as it fills the existing void in the literature on cultural diplomacy.

This edited volume explores European cultural diplomacy, a topic of growing interest across the scholarly and applied public policy communities in recent years. The contributions focus on Europe, culture and diplomacy and the way they are interlinked in the contemporary international context. The European Union increasingly resorts to cultural assets and activity for both internal and external purposes, to foster European cohesion and advancing integration, and to mitigate the demise of other foreign policy components, respectively. This calls for an analysis of the strategic role of culture, especially as it relates to the realm of EU external action. The chapters provide a conceptual discussion of culture in international relations and examine how this concept relates to cultural diplomacy and cultural strategy. The authors discuss roles and relationships with the EU’s 2016 Global Strategy and current EU attempts to foster the EU’s political and societal resilience.

This edited volume presents the results of a three-year comparative study on Chinese cultural diplomacy (CD) across Europe, Central Asia, the Middle East, and Southeast Asia, which contributes to the broader theoretical debate on China`s increasing soft power in international relations. The study, ‘China's Cultural Diplomacy and the Role of Non-State Actors’ was conducted by a research team at the Oriental Institute of the Academy of Sciences of the Czech Republic from 2015 to 2018. This book pays special attention to China’s localized forms of CD, focusing on the regional variations and involvement of non-state actors, especially local actors outside China. Local actors involved in Chinese CD diplomacy are characterized by their intermediary status as working for the aims of two states, while trying to bridge conflicts and enhance mutual understanding. This book will be of interest to scholars, diplomats, and China watchers.

Museums, International Exhibitions and China’s Cultural Diplomacy examines the role museums and, more specifically, international exhibitions, have played in shaping China’s international image to date. Drawing on theories and methods from museum studies and international relations, the book evaluates the contribution international exhibitions make to China’s cultural diplomacy strategy. Considering their impact on the country’s international image, Kong also probes the mechanisms and processes involved, examining in detail the policy of, and international activities promoted by, the Chinese government. The book also analyses the motives of the Chinese and overseas museums that host these exhibitions. Taking some major exhibitions that were on show in the UK during the 21st century as a representative case study, the book reveals the mechanisms by which these exhibitions were developed and shared overseas. Questioning who really shapes the image of China, Kong challenges Western assumptions and looks ahead to consider whether, moving forward, the Chinese government and museums could work together in a mutually beneficial way. How are museums working internationally through exhibitions? What motivates this work? What are the benefits and challenges? What factors contribute to success? Cosmopolitan Ambassadors first considers the current state of knowledge about international exhibitions and proposes an interdisciplinary analytical framework encompassing museum studies, visitor studies, cultural diplomacy and international cultural relations, cosmopolitanism and intercultural studies. It then presents a comprehensive empirical analysis of an exhibition exchange involving two exhibitions that crossed five countries and three continents, connecting six high profile cultural institutions and spanning almost a decade from initial conception to completion. A detailed comparison of both the intercultural production of international exhibitions by museum partnerships and by the interpretive acts and meaning-making of visitors, reveals the many complexities, challenges, tensions and rewards of international exhibitions and their intersection with cultural diplomacy. Key themes include the realities of international collaboration, its purposes, processes and challenges; the politics of cultural (self-)representation and Indigenous museology; implications for exhibition design, interpretation, and marketing; intercultural competency and museum practice; audience reception and meaning-making; cultural diplomacy in practice and perceptions of its value. This first-ever empirically-grounded, theoretical analysis provides the basis of a new model of museums as polycentral: as places that might produce a kaleidoscopic vision of multiple centres and help to dissolve cultural boundaries by encouraging dialogue, negotiation and the search for intercultural understandings. Guidelines for practice include recommendations for successful international museum partnerships, exhibition development and maximizing the potential of museum diplomacy.

This is a pioneering book on Taiwan's cultural diplomacy. It argues that cultural diplomacy is a subset of public diplomacy aiming to utilize useful cultural resources to demonstrate Taiwan's soft power so to increase the public's understanding and create positive impression toward Taiwan in the like-minded countries. It then identifies three effective areas to implement cultural diplomacy: films, music, and the academic field of Taiwan studies.
