This book explores and substantiates the role of cultural heritage as an engine for local socio-economic development. Starting from the assumption that cultural heritage represents a valuable, unique and irreplaceable resource for European regions, it identifies and quantitatively analyzes tourism and territorial identity as two different channels through which cultural heritage can influence local socio-economic development. The book highlights the fact that cultural heritage not only has a positive influence on local cultures, societies and environments, but also plays a role in the process of local economic growth. Heritage is not what we see in front of us, it is what we make of it in our heads. Heritage sites have been connected to a range of identarian projects, both spatial and non-spatial. One of the most common links with heritage has been national identity. This book stresses that heritage has developed powerful links to regional and local identities. Contributors deal explicitly with regions of heavy industry in different parts of the world, exploring non-spatial forms of identity: including class, religious, ethnic, racial, gender and cultural identities. In many heritage sites, non-spatial forms of identity are interlinked with spatial ones. Civil society action has been important in representations of regional identities and industrial-heritage campaigns. Region-branding seems to determine the ultimate success of industrial heritage, a process that is closely connected to the marketing of regions to provide a viable economic future and attract tourism to the region. Selected case-studies on coal and steel producing regions in this book provide the first global survey of how regions of heavy industry deal with their industrial heritage, and what it means for regional identity and region-branding. This book draws a range of powerful conclusions about the path dependency of particular forms for post-industrial regional identity in former regions of heavy industry. This book provides insight into the topic of place and territorial identity, which involves both the dimension of collective belonging and the politics of territorial planning and enhancement. It considers the social, economic and political effects of territorial identity representations among others in terms of mystification, spatial fetishism, and the creation of place and territorial stereotypes. A mixed methodology is employed to research case studies at diverse territorial scales which are relevant to the impact of a variety of factors on place/territorial identity processes such as migration, political and economic changes, natural disasters, land use changes, etc. Visual imagery, constructing visual discourses and living within visual cultures are placed in the foreground and refer to among others the changes and challenges introduced by the Internet and social networks in place/territory representations and self-representations; identity politics and its impact on place/territorial identity representations; discourses in shaping representations and self-representations of territorial/place-based identities related to collective memory, cultural heritage, invented tradition, imagined communities and other key notions.

The idea that the heritage of nature is fundamentally cultural is provocative to many, but it is becoming increasingly accepted in the context of heritage preservation. It is argued here that a person’s perspective on natural vs. cultural heritage as a contested patrimony is, to some extent, governed by one’s intellectual and geographical position. In discourses influenced by the natural sciences culture is a heritage of nature, whereas in those deriving from the humanities and social sciences, nature is defined socio-culturally. There is also, however, a geographical dimension to how one looks at the nature culture relation. From at least the time of Aristotle, the North has been identified with a cultural heritage thought to derive from the northern natural environment. It was no longer culture, as represented by the architectural monuments of the South, but the natural landscape that provided the measure for both natural and cultural heritage, as the natural landscape and its ecosystems were put in focus. This essay provides a contemporary picture of the long-standing contestation between natural and cultural heritage that provided the basis for the northern perspective taken in these essays. This book was previously published as a special issue of The International Journal of Heritage Studies.

This Handbook provides a cutting edge study of the fast developing field of international law on the protection of cultural heritage by taking stock of the recent developments and of the core concepts and current challenges. The legal protection of cultural heritage has come under renewed focus from the international community and states since the 1990s. This book offers a comprehensive analysis of the legal issues around intangible cultural heritage (also known as traditional cultural expressions or folklore). It explores both institutional and substantive responses the law offers to the safeguarding of intangible heritage, relying heavily on critiques internal and external to the law. These external critiques primarily come from the disciplines of anthropology and heritage studies. Intangible cultural heritage is safeguarded on three different levels: international, regional, and national. At the international level, the foremost instrument is the specific UNESCO Convention for the Safeguarding of the Intangible Cultural Heritage (2003). At the regional level, initiatives are undertaken both in schemes of political and economic integration, a common thread being that intangible cultural heritage helps promote a common identity for the region, becoming thus a desirable aspect of the integration process. Domestically, responses range from strong constitutional forms of protection to rather weak policy initiatives aimed primarily at attracting foreign aid. Intangible heritage can also be safeguarded via substantive law, and, in this respect, the book looks at the potential and pitfalls of human rights law, intellectual property tools, and contractual approaches. It investigates how the law works and ought to work towards protecting communities, defined as those from where intangible cultural heritage stems, and to whom benefits of its exploitation must return. The book takes the critiques from anthropological and heritage studies into account in order to posit a re-shaped law, offering tools that can be valuable to both scholars and practitioners when understanding how to safeguard intangible heritage.

The work of the Council of Europe in the field of cultural heritage has increasingly emphasised an integrated approach that combines the promotion and protection of cultural diversity, democratic governance and democratic innovation. This publication on the Technical Co-operation and Consultancy Programme (TCCP) not only presents an overview of the Council of Europe’s work in the field of cultural heritage over the last 40 years, but also lays out the evolutionary progression of the Organisation’s work in this field, offering a comprehensive analysis of its activities and demonstrating the role of heritage in revitalisation and sustainable development. The analysis presents three main perspectives – monuments and sites, historic towns and territories – through the processes and results of major heritage projects conducted within the TCCP, in association with the European Commission, since 2003. It is hoped that the experience and methodologies of the TCCP will provide insight for future initiatives, capitalising on the opportunity to situate heritage in transversal projects that address major contemporary issues such as demographic change, migration, socio-economic crises and climate change.
