Actors in the cyber sphere include countries’ armed forces, intelligence organizations, legal authorities, and natural and legal persons. Cyber War is defined as the intrusion by one state to destroy or disrupt the computer systems or networks of another state. It is defined as “the sort of warfare in which computer systems are employed to damage or destroy adversary systems” in the United Nations Glossary, in the same way as information warfare. Cyber warfare moves at a breakneck speed. It’s a global phenomenon that occurs before the traditional battleground. In order to counter cyber crimes and related issues, more studies needed to improve our understanding, inform policies and develop and strengthen cooperation between individuals, institutions and countries. All states need to take constitutional, legal, technical and administrative measures on cybersecurity. For this purpose, “national virtual environment security policies” should be developed and constantly updated. National information security should be given utmost importance. A cyber security awareness culture should be established and supported by regional and global international institutions and organizations. An examination of the ways cyberspace is changing both the theory and the practice of international relations. Cyberspace is widely acknowledged as a fundamental fact of daily life in today's world. Until recently, its political impact was thought to be a matter of low politics—background conditions and routine processes and decisions. Now, however, experts have begun to recognize its effect on high politics—national security, core institutions, and critical decision processes. In this book, Nazli Choucri investigates the implications of this new cyberpolitical reality for international relations theory, policy, and practice. The ubiquity, fluidity, and anonymity of cyberspace have already challenged such concepts as leverage and influence, national security and diplomacy, and borders and boundaries in the traditionally state-centric arena of international relations. Choucri grapples with fundamental questions of how we can take explicit account of cyberspace in the analysis of world politics and how we can integrate the traditional international system with its cyber venues. After establishing the theoretical and empirical terrain, Choucri examines modes of cyber conflict and cyber cooperation in international relations; the potential for the gradual convergence of cyberspace and sustainability, in both substantive and policy terms; and the emergent synergy of cyberspace and international efforts toward sustainable development. Despite the pervasiveness of the Internet and its importance to a wide range of state functions, we still have little understanding of its implications in the context of International Relations. Combining the Philosophy of Technology with IR theories of power, this study explores state power in the information age.

Returning to the fundamentals of political science, namely power and governance, this book studies the relationship between information technologies and global politics. Key issue-areas are carefully examined: security (including information warfare and terrorism); global consumption and production; international telecommunications; culture and identity formation; human rights; humanitarian assistance; the environment; and biotechnology. Each demonstrates the validity of the view now prevalent within international relations research—the shifting of power and the locus of authority away from the state. Three major conclusions are offered. First, the nation-state must now confront, support, or coexist with other international actors: non-governmental and intergovernmental organizations; multinational corporations; transnational social movements; and individuals. Second, our understanding of instrumental and structural powers must be reconfigured to account for digital information technologies. Finally, and perhaps most importantly, information technologies are now reconstituting actor identities and issues.
