Starting with only four hosts in 1969, the Internet consisted of more than 56 million hosts by the end of 1999. In 1993, the World Wide Web was only 130 sites strong; six years later it boasted more than seven million sites. Despite this explosive growth of the Internet and computer technology, little is known about the social implications of computer mediated communications. In this work, the author uses social science theory to evaluate the social transformations taking place today. She asks whether human beings use the Internet to change basic social institutions, and if so, whether these changes are a matter of degree only or represent an overthrow of previous modes of organizing. The work examines the rise of the Internet as the logical extension of the Industrial Revolution and urbanization consistent with the basic tenets of modernity, and offers a new conceptual framework through which to understand the Internet.

Enhanced transparency, accountability, and government or donor responsiveness to people needs are imperative to achieve better and more sustainable development results on the ground. The rapid spread of new technologies is transforming the daily lives of millions of poor people around the world and has the potential to be a real game changer for development. Improved accountability and responsiveness are critical for reaching the goals of eliminating extreme poverty and promoting shared prosperity with a focus on improving the well-being of the most vulnerable and marginalized groups in society. Within the broader political economy context, many questions remain unanswered about the role that new technologies can play to act as an accelerator for closing the accountability gap. Within this context, this report brings together new evidence from leading academics and practitioners on the effects of technology-enabled citizen engagement. The report aims to address the following four main questions: how do new technologies empower communities through participation, transparency, and accountability?; are technologies an accelerator for closing the accountability gap - the space between supply (governments, service providers) and demand (citizens, communities,civil society organizations) that must be bridged for open and collaborative governance?; under what conditions does this occur?; and what are the experiences and lessons learned from existing grassroots innovators and donor-supported citizen engagement and crowdsourcing programs, and how can these programs be replicated or scaled up?. The report presents a theoretical framework about the linkages between new technologies, participation, empowerment, and the improvement of poor people's human well-being based on Amartya Sen's capability approach. The book provides rich case studies about the different factors that influence whether or not information and communication technology (ICT)-enabled citizen engagement programs can improve the delivery and quality of public services to poor communities. The global explosion of online activity is steadily transforming the relationship between government and the public. The first wave of change, “e-government,” enlisted the Internet to improve management and the delivery of services. More recently, “e-democracy” has aimed to enhance democracy itself using digital information and communication technology. One notable example of e-democratic practice is the government-sponsored (or government-authorized) online forum for public input on policymaking. This book investigates these “online consultations” and their effect on democratic practice in the United States and Europe, examining the potential of Internet-enabled policy forums to enrich democratic citizenship. The book first situates the online consultation phenomenon in a conceptual framework that takes into account the contemporary media environment and the flow of political communication; then offers a multifaceted look at the experience of online consultation participants in the United States, the United Kingdom, and France; and finally explores the legal architecture of U.S. and E.
