In our high technology society, there is a growing demand for a better understanding of decision making in high risk situations in order to improve selection, training and operational performance. Decision Making Under Stress presents a state-of-the-art review of psychological theory, in research and practice, on decision making in high pressure and emergency situations. It focuses on the experienced decision makers who deal with such risks, principally on flight decks, at civil emergencies, in industrial settings and military environments. The 29 chapters cover a wide range of perspectives and applications from aviation, military, industry and the emergency services. Some years ago we, the editors of this volume, found out about each other's deeply rooted interest in the concept of time, the usage of time, and the effects of shortage of time on human thought and behavior. Since then we have fostered the idea of bringing together different perspectives in this area. We are now, there fore, very content that our idea has materialized in the present volume. There is both anecdotal and empirical evidence to suggest that time con straints may affect behavior. Managers and other professional decision makers frequently identify time pressure as a major constraint on their behavior (Isen berg, 1984). Chamberlain and Zika (1990) provide empirical support for this view, showing that complaints of insufficient time are the most frequently report ed everyday minor stressors or hassles for all groups of people except the elderly. Similarly, studies in occupational settings have identified time pressure as one of the central components of workload (Derrich, 1988; O'Donnel & Eggemeier, 1986).

Motivational models are critical to understanding crisis decision making because leaders and their advisors are emotionally involved, intent on reducing stress, and motivated to find ways of advancing their interests while minimizing the risk of war. The principal theoretical work on the subject is Irving Janis and Leon Mann’s classic study of decision making, published in 1977. While useful, the book has a significant flaw: Janis and Mann theorize that policy maker stress during crisis is derived from decision deliberation, leading to a circular approach. This book solves the identified problem by addressing circularity between the rise of psychological stress, decision deliberation, and dysfunctional behavior with an independent measure of decision conditions using cognitive complexity. With an effective independent measure of stress, the key contribution of this volume is a reformulation of Janis and Mann’s model to render the construct more rigorous and empirically useful to the present-day study of crisis decision making.

This book contains selected papers presented at the 1998 conference on Naturalistic Decision Making (NDM). The objectives of the conference were to: *make American researchers more aware of NDM research being conducted abroad, particularly in Europe; *connect NDM research with work in management and industry, to stretch beyond the military and paramilitary focus; and *formulate a more explicit connection between NDM and expertise. These objectives are reflected in the chapters of this volume.

Risks are an integral part of complex, high-stakes decisions, and decisionmakers are faced with the unavoidable tasks of assessing risks and forming risk preferences. This is true for all decision domains, including financial, environmental, and foreign policy domains, among others. How well decisionmakers deal with risk affects, to a considerable extent, the quality of their decisions. This book provides the most comprehensive analysis available of the elements that influence risk judgments and preferences. The book has two dimensions: theoretical and comparative-historical. The study of risk-taking behavior has been dominated by the rational choice approach. Instead, the author adopts a socio-cognitive approach involving: a multivariate theory integrating contextual, cognitive, motivational, and personality factors that affect an individual decisionmaker's judgment and preferences; the social interaction and structural effects of the decisionmaking group and its organizational setting; and the role of cultural-societal values and norms that sanction or discourage risk taking behavior. The book's theoretical approach is applied and tested in five historical case studies of foreign military interventions. The richly detailed empirical data on the case studies make them, metaphorically speaking, an ideal laboratory for applying a process-tracing approach in studying judgment and decision processes at varying risk levels. The case studies analyzed are: U.S. interventions in Grenada in 1983 and Panama in 1989 (both low risk); Soviet intervention in Czechoslovakia in 1968 (moderate risk): U.S. intervention in Vietnam in 1964-68 (high risk); and Israel's intervention in Lebanon in 1982-83 (high risk).
