This book provides an empirical understanding of how EU-level defence industrial cooperation functions in practice. Using the Liberal Intergovernmental theoretical model, the book argues that while national economic preferences are an essential factor of government interests they only explain part of the dynamic that leads to the development of defence industrial policy at EU level. Moving beyond a simple adumbration of economic preferences, it shows how the EU’s institutional framework and corpus of law are used by governments to reaffirm their position as the ultimate arbiter and promoter of national economic preferences in the defence industrial sector. To this end, the work asks why and how EU member state governments, European defence firms, and EU institutions developed EU-level defence industrial policy between 2003 and 2009. The book also analyses significant policy developments, including the establishment of a European Defence Agency and two EU Directives on equipment transfers and defence procurement. This book will be of much interest to students of EU policy, defence studies, security studies and International Relations in general.

This book ​addresses one of the most profound transformations in international governance: the proliferation of regime complexity. Regime complexes can be found wherever state interests clash. Thus, even in one of the most constitutionalized of institutional environments, the European Union (EU), regime complexity features prominently – especially in European defence cooperation, where states have created competing institutions overlapping in their mandates to organize armaments cooperation or defence planning. The tense relationship between the institutions of the EU’s Common Security and Defence Policy (CSDP) and those of NATO is well-known. Yet inter-institutional conflict is not limited to this dichotomy. It extends to institutions beyond these two frameworks, such as those of the former Western European Union and regional defence cooperation frameworks such as the Nordic Defence Cooperation (NORDEFCO), or OCCAR – a minilateral armaments agency. All these institutions have partially overlapping membership structures and mandates and therefore rival authority claims in the field of European defence. This book uncovers the hidden regularities of the ongoing battle for institutional authority among EU member states.

This book examines the European governance of emerging security technologies. The emergence of technologies such as drones, autonomous robotics, artificial intelligence, cyber and biotechnologies has stimulated worldwide debates on their use, risks and benefits in both the civilian and the security-related fields. This volume examines the concept of ‘governance’ as an analytical framework and tool to investigate how new and emerging security technologies are governed in practice within the European Union (EU), emphasising the relational configurations among different state and non-state actors. War has been an ever-present feature of human existence. The analysis of wars has tended to focus on either their causes or the military and strategic consequences of a conflict. This book argues that war can have a much wider impact across layers of society that go beyond international boundaries. It presents a heuristic multi-disciplinary framework for analysing the ripple and backwash effects across five connected analytical layers around the world: material; human capabilities; economic; values belief and attitudes; policy and governance; and power. The armed forces of Europe have undergone a dramatic transformation since the collapse of the Soviet Union.
