Democracy and Climate Change explores the various ways in which democratic principles can lead governments to respond differently to climate change. The election cycle can lead to short-termism, which often appears to be at odds with the long-term nature of climate change, with its latency between cause and effect. However, it is clear that some democracies deal with climate change better than others, and this book demonstrates that overall stronger democratic qualities tend to correlate with improved climate performance. Beginning by outlining a general concept of democratic efficacy, the book provides an empirical analysis of the influence of the quality of democracy on climate change performance across dozens of countries. The specific case study of Canada’s Kyoto Protocol process is then used to explain the mechanisms of democratic influence in depth. The wide-ranging research presented in the book opens up several new and exciting avenues of enquiry and will be of considerable interest to researchers with an interest in comparative politics, democracy studies and environmental policies.

Democracy is on trial in the climate crisis. It is charged with having failed to prevent dangerous climate change. To its critics, the very same features of democracy praised as its defining virtues—popular sovereignty, the accountability and responsiveness of elected officials, public debate and deliberation—are handicaps that impede effective climate action. However, this trial is not over and it would not be safe to deliver a verdict at this stage. The case for authoritarian regimes is flawed in both theory and practice and while it is late for preventing the worst impacts of climate change, there is still a window to provide a climate-safe future. Here, it is overwhelmingly democratic nations that are taking the lead. With this in mind, this Report focuses on democracy and the climate crisis in the Asia and the Pacific region. A regional approach based on case studies has been chosen to contextualize the challenges to democracy arising from this crisis. The Asia and the Pacific region is significant for several reasons—it is the most populous in the world; it is a region that will be disproportionately affected by climate change and where many countries are considered highly vulnerable; and, as this Report makes clear, it is also a place where there have been vibrant innovations to democratic institutions and practices for dealing with the climate crisis.

Global climate change poses an unprecedented challenge for governments across the world. Small wonder that many experts question whether democracies have the ability to cope with the causes and long-term consequences of a changing climate. Some even argue that authoritarian regimes are better equipped to make the tough choices required to tackle the climate crisis. In this incisive book, Daniel Fiorino challenges the assumptions and evidence offered by sceptics of democracy and its capacity to handle climate change. Democracies, he explains, typically enjoy higher levels of environmental performance and produce greater innovation in technology, policy, and climate governance than autocracies. Rather than less democracy, Fiorino calls for a more accountable and responsive politics that will provide democratically-elected governments with the enhanced capacity for collective action on climate and other environmental issues.

This book explores the challenges climate change poses to the endurance of democracy, situating this theme within the context of the decline in global freedom documented since the early 21st century. It discusses how disaster events have historically affected human reasoning and agency and how the climate crisis is likely to influence democratic development in the future. Climate extreme events can provide opportunities for autocratic leaders to curtail rights and freedoms, but they can also create critical junctures where the social and political discourse within society is reshaped and where incumbent regimes are contested. The book illustrates how climate change may generate food insecurity, economic recessions and deepen socioeconomic inequalities. These effects may contribute to democratic backsliding but can also create new conditions for social mobilization. The democratic consequences of climate change are thus not primarily determined by the forces of nature, but by human responses and the social, economic and political conditions of the affected country. In the long-term perspective, however, climate change will have several negative effects on democratic stability. The book concludes that for human freedom and democracy to endure, modern society needs to be brought into balance with nature. This volume will be of great interest to students and scholars of climate governance, environmental politics, energy policy and global development.

What are the democratic requirements for effective climate action? how can ‘climate democracy’ be conceptualised? Liberal democracies emerged on the back of fossil fuels, creating what Tim Mitchell called ‘carbon democracy’. Three decades of climate policy have affirmed the controlling influence of fossil fuel interests. Runaway climate change now threatens the very foundations of social life. Today we face a very clear democratic question, of whether the fossil fuel sector has the right to determine the planet’s climate future. Achieving global energy transformation at the scope and scale needed requires a democratic transformation, to overcome the stranglehold. This book examines these requirements. It debates the political constituencies, agendas and institutions that are emerging from climate crisis, comparing evidence of emergent themes. There are considerable differences in environmental performance and outcomes across both democracies and autocracies, but there is little understanding of how levels of democracy and autocracy influence environmental performance. This book examines whether analysing the effects of individual democratic features separately can contribute to a better understanding of cross-national variance in environmental performance. The authors show that levels of social equality in particular, as well as the strength of local and regional democracy, contribute significantly to explaining cross-national variation in environmental performance. On the other hand, a high level of political corruption affects a country’s ability to adopt and implement environmental policies effectively. In exploring the inter-relationship between democratic qualities, political corruption, and environmental performance, this book presents policymakers and political theorists with a clear picture of which aspects of democratic societies are most conducive to producing a better environment.

How can democracy facilitate an effective response to the problem of global warming? Barry Holden discusses this question from two perspectives. First he looks at the suitability in principle of democratic decision-making for generating responses to the problem: to what extent is popular decision making a viable method of dealing with the complex matter of global warming? Second, he looks at the issue of whether, or to what extent, democracy can exist on a supranational scale, since according to received ideas, democracy occurs only within states and has not been thought applicable to the international realm. It x-rayed the two causes of climate change and locates the major trigger of social conflicts in Nigeria on the anthropogenic causes. The Anthropogenic Global Warming (AGW) and the social conflict theories were used to guide the analytical compass, using the conflict analysis perspective. This paper argued that the exploration, exploitation, refining and utilization of fossil fuels, soil erosion, desertification, environmental degradation, Green House Gas (GHG) emission etc. have negative consequences on the health and safety of the people, the supply chain and their socio-economic well being. The paper recommends democratisation of the people, respect for people's rights, unity, peace and stability of Nigerian democracy to ensure love for one another and unity of purpose for all. It also advocated the use of environmental impact assessment in the evaluation of projects by multinational corporations in Nigeria. The relationship between climate change and social conflict should be advocated by political elite in Nigerian democracy.
