B. Who can Vote?

There is a widening gap between democracy as a theory and its practice. While supposedly a solution to the problems of the developing world, in practice democracy has more often led to instability, civil wars, genocides, fundamentalism, crime and corruption. In contrast, in the West, voting rights were extended gradually over a century or two, in tandem with economic empowerment and also social awakening. The democratic republics that "evolved" out of this long process were stable and progressive. In the developing world, a shortcut to the end and "premature political opening up" has proven disastrous for many a nation like Nigeria, Iraq, Congo, Kenya, Pakistan, South Africa etc. Even in the few stable ones like India, democracy has failed to make a dent in poverty alleviation and has instead got caught in divisive election stunts. At the same time, some unitary states like China have surged far ahead of others and broken out of the "largely poor and deteriorating" mould. Why? What are the reasons democracy does not work in the developing world? Could it be made to work through improvements or is it the wrong model altogether? The notion that democracy is going to transform our world holds little credence to anyone who has witnessed its true colors like the author has, hailing from India and also having lived in China and some other countries. Thus as a scientist and researcher, she has studied the history, politics and economics of some 150 countries across the world. The book delves into the complex world of subversive election winning strategies, secession movements, coalition governments, the meaning of freedom to people living amidst violence and poverty as well as a study of other sociopolitical systems. Without any a priori theories, willing to go where the evidence leads, the author is able to point out the "Emperor's new clothes" for what they truly are. It may be time to challenge our perfect theory as democracy may not be the answer to the developing world's problems. The quest for truth leads us to surprising answers in terms of progressive transient alternatives for the developing world as well as some pointers for streamlining democracy, the system per se. Democracy on Trial is a compelling discovery of fresh answers and pragmatic solutions to the pressing problems of our times - from large scale abject poverty in developing countries across Asia and Africa to many civil wars and ongoing mayhem in others. One book that comes close to the perspective in Democracy on Trial All Rise! is The Future of Freedom by Fareed Zakaria. Zakaria's is the first book to acknowledge democracy's failure in the developing world, but it leaves the important question 'what is the alternative' largely unanswered and falls back on rationalizations to conclude. Most of the current literature on democracy is primarily theoretical in nature and addresses some of its faults but democracy per se is eulogized. The new title is different in that it answers the question of 'what is the alternative' or a way forward based on an empirical analysis that carries the reader along to the conclusions. The perspective is new, as yet unexplored, and marries the progressive with the pragmatic.

Brazil is a rapidly emerging country. Brazilian theology, namely the Theology of Liberation, has become well known in the 1970s and 1980s. The politically active Base Ecclesial Communities and the progressive posture of the Roman Catholic Church contrasted with a steadily growing number of evangelicals, mostly aligned with the military regime but attractive precisely to the poor. After democratic transition in the mid-1980s, the context changed considerably. Democracy, growing religious pluralism and mobility, a vibrant civil society, the political ascension of the Worker's Party and growing wealth, albeit within a continuously wide social gap, are some of the elements that show the need of a new approach to theology. It must be a theology that is both critical and constructive, resisting and cooperative, a theology that is able to give orientation to the churches, valuing and encouraging their contribution in society while avoiding attempts of imposition. The Churches and Democracy in Brazil, the fruit of years of interdisciplinary study of the Brazilian context and its main churches and theology, makes its case for an ecumenically articulated public theology. It seeks inspiration mainly in Luther and Lutheran theology, emphasizing human dignity, freedom, trust, the disposition to serve, and the ability to endure the ambiguities of reality, as well as a fresh interpretation of the doctrine of the two regiments. These are the fundamental elements of what makes human beings full members of the body politic: citizenship, their right to have rights and to be able to effectively live them, together with their corresponding duties, in a move of growing political participation conscious of their religious motivation in view of the commonweal.

There are a number of people I wish to acknowledge for helping me write this book. First, the idea of politics as a nonequilibrium process owes its origins largely to a series of ongoing conservations I have had with Father Richard Telnack, o. c. s. o. Our discussions of Augustine's city of God and Hegel's Phenomenology in the hours before the night office led me to think about the world more as an ongoing flux than as a static rational order. The use of structurally unstable dynamical systems to. model democratic politics was greatly enhanced by my interactions with Professor Alex Kleiner, department of mathematics, Drake University. Professor Manfred Holler of the University of Aarhus provided a detailed critique of an earlier version. His insights and remarks were invaluable in improving the work's content and structure. I also wish to thank Dr. Werner A. Muller, director of Physica Verlag for his confidence in my work and his efforts on my behalf. Miss Jane Blevins was a patient and thorough typist. I thank her for her attention to the production of the manuscript. Finally, writing a book is in one way a moral act. It requires committment to pursue a line of thought to its conclusion when the final results are not clear. without the encouragement and support of my wife over a long period of time, I would have certainly faltered. The growing disconnect between China's market-oriented economy with its emerging civil society, and the brittle, anacronistic, and authoritarian state has given rise to intense discussion and debate about political reform, not only by Western observers, but also among Chinese intellectuals. While some expect China's political reform to lead to democratization, others have proposed to strengthen the institution of single-party rule and provide it with a solid legal base. This book brings the ongoing debate to life and explores the options for political reform. Offering the perspectives of both Western and Chinese scholars, it presents the controversial argument for building a consultive rule of law regime as an alternative to liberal democracy. It provides several critiques of this thesis, and then tests the thesis through empirical studies on the development of the rule of law in China.

The two-volume Oxford Companion to Comparative Politics fills a gap in scholarship on an increasingly important field within Political Science. Comparative Politics, the discipline devoted to the politics of other countries or peoples, has been steadily gaining prominence as a field of study, allowing politics to be viewed from a wider foundation than a concentration on domestic affairs would permit. Comparativists apply various theories and concepts to analyze the similarities and differences between political units, using the results of their research to develop causalities and generalizations. Each of these theories and outcomes are thoroughly defined in the Companion, as are major resultant conclusions, those comparativists who have influenced the field in significant ways, and politicians whose administrations have shaped the evaluation of contrasting governments. Approximately 200 revised and updated articles from the Oxford Companion to Politics of the World would serve as a foundation for the set, while over 100 new entries would thoroughly examine the field in a lasting, more theoretical than current-event-based, way. New entries cover such topics as failed states, Grand Strategies, and Soft Power; important updates include such countries as China and Afghanistan and issues like Capital Punishment, Gender and Politics, and Totalitarianism. Country entries include the most significant nations to permit a focus on non time-sensitive analysis. In addition, 25 1,000-word interpretive essays by notable figures analyze the discipline, its issues and accomplishments. Collectively, entries promote deeper understanding of a field that is often elusive to non-specialists.
