Democracy is an issue of major importance in theory and practice in politics throughout the world. However, democracy’s study and advancement has been significantly compromised by a dichotomy between theorising about democracy, and empirical studies of democracy in practice. In addition to highlighting the need for this gap to be overcome, this book contributes to overcoming this divide, by demonstrating a number of ways that democracy in theory and practice can be synthesised; deepening our understanding of the relationship between democracy in theory and practice in the process. Different, but related, democratic principles and concepts are considered such as legitimacy, political equality, deliberation, and participation. A range of practical contexts are also investigated including multi-level polities, deeply divided societies, whole polities, local rural and urban areas, and a range of democratic processes, innovations and spectacular events. Red Saxony throws new light on the reciprocal relationship between political modernization and authoritarianism in Germany over the span of six decades. Election battles were fought so fiercely in Imperial Germany because they reflected two kinds of democratization. Social democratization could not be stopped, but political democratization was opposed by many members of the German bourgeoisie. Frightened by the electoral success of the Social Democrats after 1871, anti-democrats deployed many strategies that flew in the face of electoral fairness. They battled socialists, liberals, and Jews at election time, but they also strove to rewrite the electoral rules of the game. Using a regional lens to rethink older assumptions about Germany's changing political culture, this volume focuses as much on contemporary Germans' perceptions of electoral fairness as on their experiences of voting. It devotes special attention to various semi-democratic voting systems whereby a general and equal suffrage (for the Reichstag) was combined with limited and unequal ones for local and regional parliaments. For the first time, democratization at all three tiers of governance and their reciprocal effects are considered together. Although the bourgeois face of German authoritarianism was nowhere more evident than in the Kingdom of Saxony, Red Saxony illustrates how other Germans grew to fear the spectre of democracy. Certainly twists and turns lay ahead, yet that fear made it easier for Hitler and the Nazis to win elections in the 1920s and to entomb German democracy in 1933.

An investigation of the effect of government online forums on democratic practices in the United States and Europe. The global explosion of online activity is steadily transforming the relationship between government and the public. The first wave of change, “e-government,” enlisted the Internet to improve management and the delivery of services. More recently, “e-democracy” has aimed to enhance democracy itself using digital information and communication technology. One notable example of e-democratic practice is the government-sponsored (or government-authorized) online forum for public input on policymaking. This book investigates these “online consultations” and their effect on democratic practice in the United States and Europe, examining the potential of Internet-enabled policy forums to enrich democratic citizenship. The book first situates the online consultation phenomenon in a conceptual framework that takes into account the contemporary media environment and the flow of political communication; then offers a multifaceted look at the experience of online consultation participants in the United States, the United Kingdom, and France; and finally explores the legal architecture of U.S. and E. U. online consultation. As the contributors make clear, online consultations are not simply dialogues between citizens and government but constitute networked communications involving citizens, government, technicians, civil society organizations, and the media. The topics examined are especially relevant today, in light of the Obama administration's innovations in online citizen involvement.

This book explores the implications of agonistic democratic theory for political practice. Fuat Gürsözlü argues that at a time when political parties exacerbate political division, political protesters are characterized as looters and terrorists, and extreme partisanship and authoritarian tendencies are on the rise, the agonistic approach offers a much-needed rethinking of political practice to critically understand challenges to democracy and envision more democratic, inclusive, and peaceful alternatives. Inspired by Chantal Mouffe’s agonistic theory and drawing on insights of other prominent agonistic scholars, Gürsözlü offers a distinctive approach that develops the connections between the agonistic approach and political practice. His main claim is that approaching democratic politics from an agonistic perspective changes the way we understand the nature of democratic society, the place of political protest in democracy, the nature of adversarial engagement, and the democratic function of political parties. The book also advances an account of agonistic peace that is best fitted to the pluralistic and inherently conflictual nature of democratic societies.
