In line with common efforts to measure the state of democracy in countries around the world, this study documents the results of a 'democratic audit' of South Africa. The survey was carried out by the Institute for Democracy in South Africa (IDASA), an independent, non-profit organisation, promoting democracy, governance, sustainability and social justice in South Africa. Some of the indicators used are: participation, elections, accountability, transparency, equality: socio-economic, civil and political rights; and human dignity. The statistical data is interspersed with a series of conceptual essays on democracy in relation to debate, business, capital, media, women, foreign policy, globalisation, accountability and citizenship.

Any study of Africa's multiparty elections reveals inherent institutional and systemic difficulties that raise questions about the electoral outcomes in the emerging democracies. An assessment of electoral processes in Africa poses methodological, conceptual, and theoretical challenges to scholars and practitioners. The chapters of this volume address these issues through an assessment of the electoral processes and an examination of democratisation trends in Africa, with special focus on case studies. The chapters on Algeria, Cameroon, Ghana, Malawi, Mozambique, and South Africa analyse these complexities holistically. They examine: the potency and independence of electoral institutions; adherence to electoral laws by those charged with the statutory powers as well as the participants in the elections; the role of the media, election monitors and observers, civil society, and political parties. The authors also assess whether or not elections were conducted in a free and fair environment conducive for multiparty electoral practice and consolidation.

For nearly ten years – indeed more if we include his period of influence under Mandela’s presidency – Thabo Mbeki bestrode South Africa’s political stage. Despite attempts by some in the new ANC leadership to airbrush out his role, there can be little doubt that Mbeki was a seminal figure in South Africa’s new democracy, one who left a huge mark in many fields, perhaps most controversially in state and party management, economic policy, public health intervention, foreign affairs and race relations. If we wish to understand the character and fate of post-1994 South Africa, we must therefore ask: What kind of political system, economy and society has the former President bequeathed to the government of Jacob Zuma and to the citizens of South Africa generally? The African National Congress is light years beyond the liberation movement of old. It remains a juggernaut, but its control and dominance are no longer watertight.
