Democracy and extremism are usually considered as opposites. We assume that our system (in the UK, the USA, the Netherlands etc.) is democratic, and extremists try to destroy our system and introduce some kind of dictatorship, if not chaos and anarchy. Yet in many cases, the extremists seem sincere in their attempt to construct a more democratic polity. Hence, they can be called democrats and yet also extremists, in so far as they strive for a regime with characteristics that are more extreme in a significant sense. This book analyses radical and extreme democratic theories and ideas in their historical context, interlocked with critical descriptions of historical institutions and experiments that help to evaluate the theories. Cases range from ancient Athens to recent experiments with citizen juries and citizen assemblies, from the time-honoured Swiss Landsgemeinde to contemporary (and controversial) workers’ councils in Venezuela and participatory budgeting in Porto Alegre. Among the theorists discussed here are familiar names as well as relatively unknown persons: Jean-Jacques Rousseau and Karl Marx, Murray Bookchin and John Burnheim, William Godwin and Barbara Goodwin, Anton Pannekoek and Heinz Dieterich. Whereas the extreme ideas do not seem to work very well in practice, they do indicate ways by which we could make existing political systems more democratic. What does non-hierarchical governance mean? Under what conditions are actors more likely to engage in non-hierarchical processes? Which trajectories best capture their long-term evolution? Through which mechanisms do they overcome gridlock? To respond to these questions at the heart of regulatory governance, the book develops an analytical framework that draws on contemporary debates but seeks to overcome their limitations. Notably, it offers a definition of non-hierarchical (experimentalist) governance that goes beyond institutional structures, giving due attention to actors' choices and strategies. It shows that contrary to expectations, functional and political pressures were more influential than distributions of legal power, and bolstered one another. Strong functional demands and political opposition affect actors' de facto capacity of using powers that, de jure, might be in their own hands. Indeed, actors can use non-hierarchical governance to aid learning as well as the creation of political support. Conversely, they may override legal constraints and impose their views on others, if they are equipped with confidence and powerful reform coalitions beforehand. The book also challenges conservative views that non-hierarchical governance is doomed to wither away, showing that, on the contrary, it is often self-reinforcing. Finally, the book shows that far from being mutually exclusive, positive (shadow of hierarchy) and negative (penalty default) mechanisms typically combine to avoid gridlock. The book examines when, how, and why non-hierarchical institutions affect policy processes and outcomes by analysing five crucial domains (electricity, gas, communications, finance, and pharmaceuticals) in the European Union. It combines temporal, cross-sectoral, and within-case comparisons with process-tracing to show the conditions, trajectories, and mechanisms of non-hierarchical governance.

This book analyses the rise and decline of the Basque terrorist group Euskadi Ta Askatasuna (ETA, Basque Homeland and Freedom). ETA declared a unilateral ceasefire in November 2011, bringing to a close a campaign of political violence that started in the late 1960s. By the beginning of the twenty-first century, the overwhelming majority of secession supporters agreed that an independent Basque homeland would be realised through ‘ballots’ and not ‘bullets’. Providing an inter-disciplinary overview of radical Basque nationalism that pays special attention to the drivers for ETA’s decline, defeat and disbandment, this book includes chapters by historians, political scientists and sociologists who offer three important theoretical and empirical contributions to the literature on nationhood and security studies. Firstly the book re-assesses the military conflict that opposed ETA and the Spanish state, by paying special attention to tactical and strategic considerations as well as the counter-terrorist policy itself. Secondly it provides an original interpretation of the politics of fear which surrounded the process of victimization, as well as assessing the extent to which the issue of violence led to the polarisation of citizens. Thirdly the authors examine the historical narratives and rituals that contributed to the production and reproduction of identity binaries and memories of war.
