A cross-country examination of authoritarianism and democracy in North Africa and the Middle East.

Democratic transitions have occurred in many countries in various regions across the globe, such as Southern Europe, Latin America, Africa, East and Southeast Asia, Eastern Europe and the Middle East, and these nations have undergone simuntaneously political, economic and social transformations. Yet, the patterns and characteristics of transitions have varied significantly, and different modes of transition have resulted in different outcomes. This book offers cross-national comparisons of democratic transition since the turn of the twentieth century and asks what makes democracies succeed or fail. In doing so it explores the influence the mode of transition has on the longevity or durability of the democracy, by theoretically examining and quantitatively testing this relationship. The authors argue that the mode of transition directly impacts the success and failure of democracy, and suggest that cooperative transitions, where opposition groups work together with incumbent elites to peacefully transition the state, result in democracies that last longer and are associated with higher measures of democratic quality. Based on a cross-national dataset of all democratic transitioning states since 1900, this book will be of great interest to students and scholars of international politics, comparative politics and democracy, and democratization studies.

In addition to the important breaking points of the last century – such as the abolition of the Caliphate, the World Wars, the Cold War, the collapse of the Soviet Union, the Iranian Revolution and the foundation of a ‘New World Order’ which directly affected Muslim societies – the new conjuncture formed in the wake of the 9/11 attacks brought about various structural problems and changes in the Muslim world. Political and economic developments in the last ten years in particular have brought many Muslim countries to the edge of crisis. Along with political, economic and social issues, the fact that modernisation and secularisation have become dominant in Muslim societies shows that the outcomes of these changes are of great importance. In this respect, this book offers a significant contribution to debates on the processes of change and transformation in the Muslim world. In addition to theoretical debates, the main dynamics of political and social change in Muslim societies are discussed here using specific examples from each country. Three years after the first mass protests of the Arab Spring, senior scholars weigh in on how democracy is faring. Diwan and Galal looks at the structure and prospects of the Middle East economies after the 2011 Uprisings, focusing on issues of economic growth, inequality, the impact of oil, and the unfolding political transitions. On the growth question, the book looks into the extent of structural transformation of the economy, the political economy reasons for the lack of structural change, and the external conditions in the EU and in the GCC that underpin the lack of structural change. On inequality, the book offers new measures of equality of opportunity in human development and in the job market, and it also reviews the complex political economy of subsidy removal. Regarding natural resources, the volume provides three innovations: connecting the notion of 'oil curse' to the global phenomena of asset bubbles; evidence that resource curse effects do not rise monotonically with the size of the resource rent, but rather, according to an inverted U shape; and an extension of the concept of rent to the other non-oil rents that are also predominant in the region. Finally, the volume places the political transition in the region in a global perspective using various methods – theoretical, comparative, and empirical, and it explores the relationship between democracy in its variety of forms and economic development.

Popular uprisings and revolts across the Arab Middle East have often resulted in a democratic faragh or void in power. How society seeks to fill that void, regardless of whether the regime falls or survives, is the common trajectory followed by the seven empirical case studies published here for the first time. Rethinking Arab Democratization unpacks and historicizes the rise of Arab electoralism, narrating the story of stalled democratic transition in the Arab Middle East. It provides a balance sheet of the state of Arab democratization from the mid-1970s into the 21st century. In seeking to answer the question of how Arab countries democratize and whether they are democratizing at all, the book pays attention to specificity, highlighting the peculiarities of democratic transitions in the Arab Middle East. This book examines the role that political Islam plays in processes of democratization in the Muslim world, detailing the political processes that facilitate the collective learning of democratic ways of solving the practical problems of those polities. Democratization in the Muslim World represents an important contribution to the debate on democratization and political Islam that emphasises the synergetic effects and global reach of both Islamist and democratic politics. This book purports to examine the international dimensions of the democratization process in Egypt in the post Cold War era; a theme which acquired significance at the academic and policy-oriented levels in light of the growing internationalization of reform arrangements in the Arab world in post 9/11 and the greater involvement of external powers in Arab politics following the Arab Spring uprisings. During the second half of the twentieth century, the mainstream scholarship presented the democratization process as the outcome of domestic conditions not significantly influenced by actors outside the nation-state. With the end of the Cold War, this perspective was challenged as a result of the third wave of democratization and the subsequent growth of the “good governance” discourse on the agenda of the international development establishment. The new perspective attached a more significant role to external factors in the democratization process than was originally conceptualized.
