New democracies are uniquely positioned to promote democratic values and have a competitive advantage in the global democracy assistance industry. This book examines the attempts of one group of young democracies, from Central and Eastern Europe (CEE), to channel this pro-democracy agenda into both national and European foreign policy and development support. It looks at how CEE is ‘upstream’ changing the EU on crucial policy issues as part of the common foreign and security policy. Furthermore, it tracks the process whereby imported ideas and norms are recycled for further export ‘downstream’, and how these concepts are received in countries outside of the EU including the post-Soviet space, the Western Balkans, the Middle East and North Africa region and Central Asia. Shortly after the overwhelming victory of Hamas in the 2006 parliamentary and municipal elections, civil war broke out in the Gaza Strip between members of the two factions, Hamas and Fatah. The EU, along with the US, UN and Russia, not only gave its support to Fatah against Hamas, but also imposed a tough siege on the Hamas government in an attempt to force it to accept the Quartet’s political conditions, described by Hamas leaders as unfair and impossible. Many observers are convinced that the EU’s behaviour in this matter has been unreasonable and has conflicted with the EU’s own democratic beliefs and values. This book sheds light on the EU’s policies in Palestine mainly from 2003- 2013, and provides a thorough examination of the inconsistencies and paradoxes in the EU discourse towards Hamas, and the determinants underlying such contradictions. It explores the reasons behind the EU labelling the Hamas a terrorist organization and discusses why the EU has boycotted its democratically elected body since 2006. Significantly, the book looks at whether the EU jeopardized its reputation and contravened its core normative values and objectives (democracy promotion, human rights, the rule of law and fundamental freedoms) by such a categorisation of Hamas. The future of European foreign policy is of vital significance to the developing world order. The failure of US policy in Iraq has underscored the need for Europe to play a constructive global role. Nevertheless, divisions within Europe over the Iraq war and over the future development of the European Union have raised questions about the potential for an effective European foreign policy—whether organized through EU institutions or via individual member states. EU external democracy promotion has traditionally been based on ‘linkage’, i.e. bottom-up support for democratic forces in third countries, and ‘leverage’, i.e. the top-down inducement of political elites towards democratic reforms through political conditionality. The advent of the European Neighbourhood Policy and new forms of association have introduced a new, third model of democracy promotion which rests in functional cooperation between administrations. This volume comparatively defines and assesses these three models of external democracy promotion in the EU’s relations with its eastern and southern neighbours. It argues that while ‘linkage’ has hitherto failed to produce tangible outcomes, and the success of ‘leverage’ has basically been tied to an EU membership perspective, the ‘governance’ model of democracy promotion bears greater potential beyond the circle of candidate countries. This third approach, while not tackling the core institutions of the political system as such, but rather promoting transparency, accountability, and participation at the level of state administration, may turn out to remain the EU’s most tangible form of democratic governance promotion in the future. This book examines lobbying in EU foreign policy-making and the activities of non-state actors (NSAs), focusing on EU foreign policy on the Israeli-Palestinian conflict. It sheds light on the interactions between the EU and NSAs as well as the ways in which NSAs attempt to shape EU foreign policies. By analysing issues that have not yet received systematic attention in the literature, this book offers new insights into lobbying in EU foreign policy, EU relations surrounding the conflict and the EU’s broader role in the peace process. Seminar paper from the year 2005 in the subject Politics - Region: Near East, Near Orient, grade: A, Sabancı University, course: Middle East Politics and Governance, language: English, abstract: The crucial geo-strategic importance of the Mediterranean Region for the states in the European Union (EU) became once again very clear with the international developments after the 9/11 attacks and the following and ongoing so-called “war on terror”. One could enumerate the main big security and political challenges in the Middle East with issues such as religious radicalism, continuing state conflicts, proliferation of weapons of mass destruction (WMD), growing migration pressure towards European states and political systems between the poles of autocracy and instability. These characteristics, perceived as threats to Europe’s own welfare and security interests, are likely ascribed to the region’s distinctive persistence to the gradually accumulating “third wave” of democratization and are linked to the lack of basic democratic structures and human rights there. However, these circumstances raise serious question for Europe’s Mediterranean Policies. Since the Barcelona-Conference of 1995, the Union’s institutionalized response to the destabilizing tendencies in the Middle East is the Euro-Mediterranean Partnership (EMP). According to its, at least formulated, holistic approach to the existing problems in the region, the promotion of democracy is an essential part of it. This follows the wider EU Foreign policy goals, since democracy promotion is, amongst other objectives like economic interests, a centrepiece of it. Recent documents by the Commission, for instance the New Neighbourhood Policy, stressed the significant role of norms and values like democracy, the rule of law and strengthening of human rights out again. This does not necessarily imply any form of altruism, as we will see later, but is, at least to some extent on a theoretical level, simply due to a traditional understanding of foreign policy, namely “to change what others do”. Nonetheless, it is questionable to what extent this policy is in fact influential. For many observers it is a clear-cut, that the well-known structural and practical deficits of the Common Foreign and Security Policy (CFSP), but also the divergent interests between the EU and its partners in the Mediterranean impede a greater progress in the political dimension. This research paper takes up this discussion and examines the actual impact that EU democratization policy on processes towards political liberalization and system opening has, especially in the context of the EMP framework.
