How can democratization move forward in an era of populist-nationalist backlash? Many countries in Asia, and elsewhere, face the challenge of navigating between China and the United States in a period of intensifying polarization in their policies tied to democracy. East Asia has shown the way to democratization in Asia—with Japan, South Korea, and Taiwan linking national identity to democratization. In other parts of Asia, especially Southeast Asia, nationalist governments have tended to move away from democratization, as happened in Hong Kong at China’s insistence. This textbook provides a comprehensive introduction to the political systems of all ASEAN countries and Timor-Leste from a comparative perspective. It investigates the political institutions, actors, and processes in eleven states, covering democracies as well as autocratic regimes. Each country study includes an analysis of the current system of governance, the party and electoral system, and an assessment of the state, its legal system, and administrative bodies. The break-up of the Soviet Union's external empire in Eastern Europe and the demise of the USSR itself destroyed the bipolar structure that had characterized world politics for almost 50 years. This book explores the emerging post-Cold War international system and its implications for the future expansion and consolidation of democracy. Bringing together both experts on international relations and scholars of democracy from Europe, North America and Asia, it examines the link between these two subjects. While a large literature has emerged on the effects of democracy on international relations, the authors of this volume aim to instead examine the other side of this relationship - the impact of the international system on the prospects for democracy.

While the international system has been evolving in an increasingly liberal direction, the level of democratic practice within the post-Soviet region has, on the whole, declined. Two decades after the popular uprisings against communism, many governments in the region have successfully blunted both popular and international pressures for democratic consolidation. Each selection in this volume explores how international factors interact with domestic conditions to explain the persistence of authoritarianism throughout the region. Karim examines the changes and continuity of Indonesia’s foreign policy in the post-authoritarian era, under presidents Susilo Bambang Yudhoyono and Joko Widodo. Indonesia conceptualised and aimed to adopt four principle roles after 2004 – being a voice for developing countries; being a regional leader; being an advocate for democratic and human rights; and being a bridge-builder. These roles, however, were by no means stable and were constantly being negotiated and contested. Karim analyses the contested nature of Indonesian foreign policy and the limits this places on consistency in enacting these roles. He highlights two drivers for such limitations – conflicting role conceptions and state fragmentation. He develops this argument based on four case studies of Indonesia’s engagement in human rights governance and trade governance at both regional and global levels. Essential reading for students and scholars of Indonesia’s foreign policy, that will also be of substantial value to those studying policy in Southeast Asia more broadly.

The book studies and compares causes, catalysts and consequences of democratic regression and revival in South, Southeast, and Northeast Asia. Comprising case studies of Japan, South Korea, and Taiwan, this edited volume explores the key characteristics of democratic governance in Northeast Asia. Each democracy is assessed on the extent to which it enables the flourishing of social capital; prioritizes the interests of all as characterized by freedom from fear and want; and empowers all to participate in the democratic process and governance. With particular focus on the experience of minorities, this volume contends that the acid test of democratic governance is not how well the government represents the interests of the elites, or even the majority, but rather how it cares for the needs of vulnerable groups in society.
