BOOK EXCERPT:
How can democratization move forward in an era of populist-nationalist backlash? Many countries in Asia, and elsewhere, face the challenge of navigating between China and the United States in a period of intensifying polarization in their policies tied to democracy. East Asia has shown the way to democratization in Asia—with Japan, South Korea, and Taiwan linking national identity to democratization. In other parts of Asia, especially Southeast Asia, nationalist governments have tended to move away from democratization, as happened in Hong Kong at China’s insistence. This book investigates how national identity can both help and hinder democratization, illustrated by a series of examples from across Asia. A valuable guide for students and scholars both of democratization and of Asian politics.

BOOK EXCERPT:
This textbook provides a comprehensive introduction to the political systems of all ASEAN countries and Timor-Leste from a comparative perspective. It investigates the political institutions, actors, and processes in eleven states, covering democracies as well as autocratic regimes. Each country study includes an analysis of the current system of governance, the party and electoral system, and an assessment of the state, its legal system, and administrative bodies. Students of political science and area studies also learn about processes of democratic transition and autocratic resilience, as well as how civil society and the media influence the political culture in each country. This second edition features revised and updated versions of all country studies and a new chapter that discusses the trends of democratization and autocratization in Southeast Asia in the late 20th and early 21st centuries.

BOOK EXCERPT:
The break-up of the Soviet Union's external empire in Eastern Europe and the demise of the USSR itself destroyed the bipolar structure that had characterized world politics for almost 50 years. This book explores the emerging post-Cold War international system and its implications for the future expansion and consolidation of democracy. Bringing together both experts on international relations and scholars of democracy from Europe, North America and Asia, it examines the link between these two subjects. While a large literature has emerged on the effects of democracy on international relations, the authors of this volume aim to instead examine the other side of this relationship - the impact of the international system on the prospects for democracy.

BOOK EXCERPT:
While the international system has been evolving in an increasingly liberal direction, the level of democratic practice within the post-Soviet region has, on the whole, declined. Two decades after the popular uprisings against communism, many governments in the region have successfully blunted both popular and international pressures for democratic consolidation. Each selection in this volume explores how international factors interact with domestic conditions to explain the persistence of authoritarianism throughout the region. The selections in the volume cover several countries, including Azerbaijan, Kazakhstan, Uzbekistan, South Ossetia, Ukraine, Moldova, and Belarus; special attention is paid to the Russian Federation since it is both a member of the region and acts as an external actor influencing the political development of its neighbors. This volume is especially relevant as the world again experiences the surprising overthrow of long-running authoritarian regimes. The failure of democratic consolidation among post-Soviet states offers important lessons for policymakers and academics dealing with the recent wave of political transitions in the Middle East and Asia.

BOOK EXCERPT:
Karim examines the changes and continuity of Indonesia’s foreign policy in the post-authoritarian era, under presidents Susilo Bambang Yudhoyono and Joko Widodo. Indonesia conceptualised and aimed to adopt four principle roles after 2004 – being a voice for developing countries; being a regional leader; being an advocate for democratic and human rights; and being a bridge-builder. These roles, however, were by no means stable and were constantly being negotiated and contested. Karim analyses the contested nature of Indonesian foreign policy and the limits this places on consistency in enacting these roles. He highlights two drivers for such limitations – conflicting role conceptions and state fragmentation. He develops this argument based on four case studies of Indonesia’s engagement in human rights governance and trade governance at both regional and global levels. Essential reading for students and scholars of Indonesia’s foreign policy, that will also be of substantial value to those studying policy in Southeast Asia more broadly.

BOOK EXCERPT:
The book studies and compares causes, catalysts and consequences of democratic regression and revival in South, Southeast, and Northeast Asia. The Asia-Pacific presents social scientists with a natural laboratory to test competing theories of democratic erosion, decay, and revival and to identify new patterns and relationships. This volume combines conceptual and comparative research with single case studies. Overall, the collection of studies in this volume captures different forms of democratic regression and autocratization, examine how Asia-Pacific experiences fit into debates about democracy’s deepening global recession and what the Asia-Pacific experiences contribute to the understanding of the causes, catalysts, and consequences of democratic regression and resilience in the comparative politics literature. The chapters in this book were originally published as a special issue of Democratization.

BOOK EXCERPT:
There are reasons for thinking that this is at last Indonesia's moment on the world stage. Having successfully negotiated its difficult transition to democracy after 1998, Indonesia has held three popular elections with a low level of violence by the standards of southern Asia. Recently its economic growth rate has been high (above 6 per cent a year) and rising, where China's has been dropping and the developed world has been in crisis. Indonesia's admission in 2009 to the G20 club of the world's most influential states seemed to confirm a status implied by its size, as the world's fourth-largest country by population, and the largest with a Muslim majority. Some international pundits have been declaring that Indonesia is the new star to watch, and that its long-awaited moment in the sun may at last have arrived. Those who know Indonesia well, like the experts writing in this book, are less easy to convince. In this volume they weigh the economic evidence (Ross Garnaut and M. Chatib Basri); the political equation between democracy and the massive obstacles to progress in corruption, inefficiency and legal inadequacies (Rizal Sukma and Donald K. Emmerson); and Indonesia's unrealized potential as a leader in matters environmental (Frank Jotzo) and Islamic (Martin van Bruinessen). The volume is rounded out by Scott Guggenheim's analysis of the potential for better performance in education, and by the longer-term considerations of Anthony Reid and R.E. Elson. Overall, the conclusion is one of cautious optimism, well aware of past disappointments."e;Perhaps, as the contributors to this eminently readable and thought-provoking volume suggest, Indonesia is finally emerging as the globally significant nation-state that it surely is. A timely and important publication that deserves to be widely read."e; - Hal Hill, H.W. Arndt Professor of Southeast Asian Economies, The Australian National University

BOOK EXCERPT:
Comprising case studies of Japan, South Korea, and Taiwan, this edited volume explores the key characteristics of democratic governance in Northeast Asia. Each democracy is assessed on the extent to which it enables the flourishing of social capital; prioritizes the interests of all as characterized by freedom from fear and want; and empowers all to participate in the democratic process and governance. With particular focus on the experience of minorities, this volume contends that the acid test of democratic governance is not how well the government represents the interests of the elites, or even the majority, but rather how it cares for the needs of vulnerable groups in society.

BOOK EXCERPT:
Human rights debates can provoke strong reactions, particularly among people of different cultural backgrounds. The debate over Asian values and the use of human rights diplomacy are the most obvious manifestations of divisions between Asia and the West and reflect particular world views and historical legacies. In this new book, scholars from the United States and several Asian countries debate fundamental issues such as 'Asian values', 'peaceful evolution' and cultural imperialism. Provocative and challenging essays analyse the debate between East and West, presenting critical perspectives on globalization and human rights diplomacy. Debating Human Rights is an original contribution to a vital area of debate. It presents a uniquely wide diversity of perspectives on controversial issues and demonstrates how scholars and activists who view the world very differently can nonetheless move these debates forward in a search for common ground.
