The importance of cultural heritage - in both its tangible and intangible forms - to sustainable development and its economic, social and environmental components is increasingly evident in the recent practice of intergovernmental and non-governmental organizations at the universal and regional level. Due consideration for the integration of the cultural dimension in the implementation of Agenda 2030 has begun to grow in various international fora, including initiatives to emphasize the role and contribution of tangible and intangible heritage as drivers and enablers of sustainable development. It has also been recognized that the inherent links between cultural heritage and sustainable development cannot be correctly addressed without taking into account their various implications for the effective enjoyment of all human rights, including cultural rights. This book offers a thorough academic investigation on the importance of cultural heritage to sustainable development and cultural rights from an international law perspective. The Sustainable Development Goals (SDGs) were adopted in 2015. The SDGs make the central promise to Leave No One Behind and include a dedicated goal to reduce inequalities. Human rights advocates have put great hopes in the SDGs as an instrument for transformative change. But do they bring about the much-needed paradigm shift? Or were the extensive consultations and negotiations much ado about nothing? "Sustainable Development Goals and Human Rights: A Critical Early Review" follows two central lines of inquiry. The chapters examine to what extent do the SDGs live up to the promise to reduce inequalities and provide for monitoring and policies that address the needs of marginalized and invisible populations. They further suggest transparent and binding accountability processes and mechanisms to ensure that the SDGs are more than lofty goals and bring power to their promise. The volume begins with three chapters that focus on different aspects of SDG 10 and the commitment to reduce inequalities. From this cross cutting SDG, the following three chapters look at the translation of equality and accountability into specific sectors: health (SDG 3) and labour (SDG 8). The chapters were originally published in a special issue of The International Journal of Human Rights.

Human rights in peace and development are accepted throughout the Global South as established, normative, and beyond debate. Only in the powerful elite sectors of the Global North have these rights been resisted and refuted. The policies and interests of these global forces are antithetical to advancing human rights, ending global poverty, and respecting the sovereign integrity of States and governments throughout the Global South. The link between poverty, war, and environmental degradation has become evident over the last 60 years, further augmenting international consciousness of these issues as interconnected with the rest of the human rights corpus. This book examines the history of this struggle and outlines practical means to implement these rights through a global framework of constitutional protections. Within this emerging framework, it argues that States will be increasingly obligated to formulate policies and programs to achieve peace and development throughout the global society.

The essays selected for this volume, written by some of the worlds most respected experts on human rights, encompass the development of human rights law from its philosophical underpinnings and address many of its current controversies. The collected essays explore the drafting of major human rights instruments, including the political challenges that shaped those instruments; examine the interrelationship of various claimed rights; and identify factors producing compliance with - and violation of - human rights law. Other contributions analyze the role of non-governmental organizations in achieving better human rights protections as well as the danger of claiming too many rights, and the tension between rights and security. Contrasting viewpoints in several essays highlight some of the key conflicts in the field. The twelfth in the series of yearbooks on Human Rights in Development the current millennium edition attempts to take stock of developments in the human rights arena since the Universal Declaration was adopted over half a century ago. The introductory overview article chronicles developments within the human rights field to date and sets the stage for a future scenario by looking at the respective roles of governments and the business community in respecting, protecting and fulfilling human rights. An article on the World Trade Organisation follows the challenges posed by international trade in a human rights perspective. The appropriateness of so-called smart sanctions as a means of bolstering human rights is discussed in a third contribution. A fourth highlights the gender dimensions of the statute of the new international criminal court. The challenge of accommodating diversity and the rights of indigenous peoples in the new political dispensation of Guatemala is assessed in a fifth essay, whereas affirmative action policies within the context of Malaysia are examined in a sixth one. The difficulties inherent in designing, managing and evaluating aid programmes for human rights and democracy purposes is the theme of the penultimate contribution, whereas the final article considers the use of research in designing aid projects in the judicial system of Nepal.
