Debating the Global Financial Architecture opens up the contemporary debate surrounding the reform of the "global financial architecture." Economists and political scientists explore the economic and technical content of alternative global financial regimes as well as the political processes through which such changes are negotiated. The contributors, though diverse, jointly fear that rapid removal of the remaining controls on private international financial transactions risks systematic crisis. By initiating a cross-disciplinary discussion, they hope to see the politics of global financial design examined more honestly, yet without discarding or devaluing a solid economic analysis of global money and investment flows.

This book covers financial sector stability issues in the following areas: risk management and governance in financial institutions; financial crises and contagion; domestic monetary and financial policies; and international cooperation. The papers were presented at the IMF’s eighth Central Banking Seminar by authors from academia, investment banks, government, and international institutions. The papers discuss such subjects as bank soundness, systemic bank restructuring, and the safety and efficiency of systemically important payment systems and their interaction with the macroeconomic environment.

The paper argues that the design of the international financial system should take into consideration three problems: financial market instability; basic macroeconomic and financial asymmetries which characterise the international economy; and the additional problems generated by the current globalization process. A distinction is drawn between systemic issues, and centre-periphery issues. Based on this distinction, the paper proposed a broad agenda which relates both to the organisational structure of international financial institutions, and the services provided by them.
