This title was first published in 2003. This three-volume set examines the relationship between government and civil society in their efforts to define and pursue security. Including the results of an extensive research program, each volume is organized around one of the three principal themes - environment, people and globalization, supplying compelling evidence of the tension between economic change and human well-being. Challenging the conventional wisdom about the beneficial results of economically induced change, this first volume suggests that too often the mismanagement of development jeopardizes the security of individuals, families, communities, and possibly the state, by harming the very environment which is required to sustain both people and their economic existence. Bringing together an international group of scholars from a variety of disciplines, this volume is particularly relevant for academic and general research communities in the areas of social, economic, political and security matters of Southeast Asia.

Across East Asia, intra-regional migration is more prevalent than inter-regional movements, and the region’s diverse histories, geopolitics, economic development, ethnic communities, and natural environments make it an excellent case study for examining the relationship between irregular migration and human security. Irregular migration can be broadly defined as people’s mobility that is unauthorised or forced, and this book expands on the existing migration-security nexus by moving away from the traditional state security lens, and instead, shifting the focus to human security. With in-depth empirical country case studies from the region, including China, Japan, North Korea, the Philippines, Burma/Myanmar, Cambodia, Thailand and Singapore, the contributors to this book develop a human security approach to the study of irregular migration. In cases of irregular migration, such as undocumented labour migrants, asylum seekers, internally displaced people, trafficked persons, and smuggled people, human security is the cause and/or effect of migration in both sending and receiving countries. By adopting a human security lens, the chapters provide striking insights into the motivations, vulnerabilities and insecurities of migrants; the risks, dangers and illegality they are exposed to during their journeys; as well as the potential or imagined threats they pose to the new host countries. This multidisciplinary book is based on extensive fieldwork and interviews with migrants, aid workers, NGO activists and immigration officers. As such, it will appeal to students and scholars of Asian politics and security, as well as those with interests in international relations, social policy, law, geography and migration.

This book examines the social and political dimensions of migration from a perspective between the realms of demography and politics. The volume places the migration-development-security nexus in the field of transnational studies. Rather than treating these three categories as self-evident, the essays excavate aspects of power and privilege built into their governing frameworks and conflicting rationales apparent in practices of control. Bringing together diverse experiences and case studies, the volume highlights the problematic nature of maintaining distinct and disconnected frameworks of governance. It argues for a new approach that demonstrates the significance and usefulness of comparative ethics in conceptualising migration from a human-centered and gendered perspective in order to address the multi-facetted and multi-dimensional nature and meanings of "security".

Research on women and food security in Southeast Asia has been limited. The collection of chapters in Ensuring a Square Meal: Women and Food Security in Southeast Asia is one of the first attempts at providing a lens into the linkages between women and food security at the household, community, national, and transnational levels. More broadly, the chapters examine women's contribution in households, resource distribution to produce food, and the purchasing power to buy food. In analysing the various facets of food security in relation to gender, the analyses focus on the meanings of 'private' and 'public', and the extent to which the effects of the two spheres spill over into each other. Given women's critical role in food production and provision, the book assesses the structural forces enabling women to access productive resources and, in turn, ensure sustainable strategies for food security; as well as it evaluates how governments might address the constraints women face in this vital role.

This book presents a study of perceptions of food insecurity in East Asia, and explores how individual countries are developing strategies to deal with the situation. It also looks at how the perception of food insecurity has increasingly influenced the nature of international interactions, not just within East Asia, but also in the region’s relations with major external actors. Many of the challenges facing East Asia are generic food security issues that face people and governments across the world – for example, the implications of climate change and demographic changes on food supplies. This book places the East Asian context in the wider discussion of food (in)security in global politics. However, it also identifies potential regional ‘differences’ – for example, the significance of rice for the region, and the unavoidable impact of China as a major regional player. What the Chinese state, and Chinese companies, decide to do in response to concerns about food insecurity have an impact not just on the rest of the region, but on the rest of the world. Taking too much of a Sinocentric focus, however, ignores other actors in East Asia, or merely relegates discussion to how they respond to Chinese policies or external strategies. This book considers the region as a whole, both when it comes to thinking about food security challenges and responses within the region itself, and also in the outward projection of regional food insecurity on the rest of the world. This book was published as a special issue of The Pacific Review.

Security issues have traditionally been defined in military terms, yet the post-Cold War security landscape contains numerous non-military challenges to security. In this 2001 analysis, Alan Dupont argues that an emerging new class of non-military threats has the potential to destabilize East Asia and reverse decades of hard-won economic and social development. He shows that these transnational shifts must be grasped and dealt with by governments and non-government organizations both regionally, and internationally, if conflict is to be avoided. Transnational threats stem from overpopulation, deforestation and pollution, global warming, unregulated population movements, transnational crime, virulent new strains of infectious diseases and other issues not previously associated with international security. Collectively they represent a new agenda and pose novel challenges for foreign and defence policy. This highly informative, compelling and authoritative book is essential reading for East Asia specialists and makes a significant contribution to international security debates.

The economic growth of East and South-East Asia in the context of the global financial crisis has strengthened the view that this region is emerging in the 21st century as the most economically vibrant region in the world. With some of the largest economies, and generally high economic growth rates compared to the rest of the world, it is unsurprising that East and South-East Asia has become the subject of global interest. East Asia’s rise inevitably focuses attention on the issue of China’s emergence as a regional and global power. Such a prospect challenges the current status quo, in which the region is dominated by the USA and its regional allies, and issues in Sino-US strategic relations have raised global awareness of the need to understand this pivotal region better. In addition, the Taiwan issue continues to evoke nationalist sentiments in China, and North Korea continues to threaten regional stability. Non-traditional (or alternative) security issues are also of major importance in the region, including natural disasters and epidemics, as well as challenges relating to human rights and governance, transnational crime, demographic issues, economics and trade and regionalism. This Handbook aims to offer an insight into these issues. The volume is divided into two main sections. The first, International Relations and Security Perspectives, will focus on the international relations of the region, paying special attention to the key state players. The chapter contributions will examine the security perspectives, and foreign and defence policies of these states, as well as key bilateral relationships. The second section will examine key Regional Non-traditional Security Issues, including globalization, transnational health challenges, population growth and the environment.
