This book considers some of the most notable aspects of the legal response to the "war on terror" post- 9/11 and the use of technology to support them. It examines the shift from a criminal justice response to the creation of a parallel preventive system running in tandem with it. This system has tended to veer away from the commission of criminal offences or adherence to ordinary criminal justice safeguards. Such a preventive strategy relies on targeting terrorist suspects – those who it is thought may in future commit terrorist acts – and curbing their actions with the aim of preventing terrorist activity before it occurs. The book further considers the role that surveillance plays in the counter-terrorist efforts of state or non-state actors. It also evaluates the counter-productive effects that many of these measures have had. This book was originally published as a special issue of International Review of Law Computers & Technology.

This book seeks to provide a comparative assessment of the significance of ‘human factors’ in effective counter-terrorism. The phrase ‘human factors’ is used to describe personal relationships, individual capabilities, effective leadership, technical interface, organisational culture and the community engagement necessary to effectively minimise, counter and control the threat of terrorism. Unlike many works in the field, this book is constructed around the input of ‘experienced knowledge’ from over 170 semi-structured interviews of specialist military, policing, intelligence and security practitioners - those actors actually involved in countering terrorism. These practitioners come from seven countries – the United Kingdom, Ireland, France, Spain, Israel, Turkey and the United States – all of which have suffered over the years from different types of terrorist threat and responded with a mixture of counter-terrorist measures. Where military practitioners also discussed overseas counter-insurgency measures, that material has been included, since terrorism forms a key aspect of such wider insurgencies. The resulting interview data was analysed through a variant of ‘Grounded Theory’ to identify key emerging themes and issues, both positive and negative, relevant to ‘human factors’ in the individual countries and more generically. This book incorporates the informed operational experiences and insights of the interviewees while seeking to provide examples of successful counter-terrorist measures at the strategic, operational and tactical levels. This book will be of much interest to students of counter-terrorism, defence studies and security studies in general.

Counter Terrorism Measures In British Airports

The Home Affairs Committee states in a report published today (HCP 311, session 2009-10, ISBN 9780215545060) that the wider introduction of full-body scanners is a welcome development in airport security. It states though that the Government's position of adopting "proportionate" measures is a euphemism for adopting a wholly reactive stance and waiting for terrorists to demonstrate their new capabilities before implementing improved security measures. In view of the ongoing terrorist threat to airline passengers and staff the Committee urge the Government to constantly look for further technological measures to improve airport security. The Committee is satisfied that the privacy concerns that have been expressed in relation to these devices are overstated and that privacy concerns should not prevent the deployment of scanners, but is concerned at the delay in the introduction of other security devices such as hand-held Electronic Trace Detection equipment. The Committee also says that the Government should be wary of relying on one make or model of equipment and where possible conceal the technical specifications of equipment away from the public gaze. Also international standards in aviation security must be made more stringent and more must be done to tackle terrorism at the source. The Committee also raises concerns at the institutional separation of airport security from wider counter-terrorism measures.
