A long list of countries - labelled outcasts, pariahs and rogues - have failed to meet international standards of good conduct. In the Cold War years Rhodesia, Israel, Chile, Taiwan and South Africa, among others, featured among the ranks of the disreputable. In modern world politics, the serious sinners not only include states: terrorists, rebels, criminals and mercenaries also participate in the great game of who gets what, when and how. Highlighting the rules of good behaviour that both state and non-state actors have violated, Geldenhuys takes a novel approach that breaks through the narrow parameters of the rogue state paradigm and of other state-centric perspectives.

This book investigates a phenomenon in world politics that is largely overlooked by scholars, namely entities lacking international recognition of their status as independent states. It includes case studies on the Eurasian Quartet, Kosovo, Somaliland, Palestine, Northern Cyprus, Western Sahara and Taiwan.

This edited volume analyses different forms of resistance against international institutions and charts their success or failure in changing the normative orders embodied in these institutions. Current international relations (IR) theories and approaches, which are almost exclusively built in the West, are alien to the non-Western contexts that engender the most hard-pressing problems of the world and ultimately unhelpful in understanding or addressing the needs surrounding these issues. Our supposedly revolutionary new concepts and approaches remain largely insufficient in explaining what happens globally and in offering lessons for improvement. This deficiency can only be addressed by building more relevant theories. For theory to be relevant in accounting for contemporary international relations, we argue, it should not only apply to, but also emanate from different corners of the current political universe. In other words, diversity and dialogue can only come about when periphery scholars do not just "meta-theorize" but also "theorize." Aydinli and Biltekin propose a new form of theorizing through this collection of work, one that effectively blends peripheral outlooks with theory production. They call this form "homegrown theorizing," or original theorizing in the periphery about the periphery. Arguing that disciplinary culture is oblivious to the diversity that might be achieved by theorizing based on indigenous ideas and/or practices, this book intends to highlight that potential, showing diversity in the background of the authors, because wherever one looks at the world from, paints the picture that is being seen. This book investigates whether so-called rogue states – assumed antagonists of a Western-liberal world order – could also act as norm entrepreneurs by championing the genesis and evolution of global norms. The author explores this issue by analyzing the arms control policies of the Islamic Republic of Iran. A comparison with the prototypical norm entrepreneur Sweden and the Democratic People’s Republic of North Korea – a notorious norm-breaker – reveals interesting insights for norm research: Apparently, norm entrepreneurship manifests itself in different degrees and phases of the norm life cycle. The finding that Iran indeed acts as a norm entrepreneur in some cases also sheds light on those factors that might account for the success or failure of norm advocacy.
