This book constitutes the refereed proceedings of the 21st International Conference on Asia-Pacific Digital Libraries, ICADL 2019, held in Kuala Lumpur, Malaysia, in November 2019. The 13 full, 13 short, and 5 poster papers presented in this volume were carefully reviewed and selected from 54 submissions. The papers were organized in topical sections named: text classification; altmetrics; scholarly data analysis and recommendation; metadata and entities; digital libraries and digital archives management; multimedia processing; search engines; information extraction; and posters.

How can we use digital media to understand reading, editing, and writing as literary processes? How can we design the digital medium in a way that goes beyond the printed codex? This book is an attempt to answer those fundamental questions by bringing together a new theory of literary studies with a highly dynamic digital environment. Using the digital archive of the modernist masterpiece Book of Disquiet, by the Portuguese writer Fernando Pessoa (1888-1935), as case study and site for simulation and practical experiment, Literary Simulation and the Digital Humanities demonstrates how computational approaches to texts can fully engage with the complexities of contemporary literary theory. European digital libraries have existed in diverse forms and with quite different functions, priorities, and aims. However, there are some common features of European-based initiatives that are relevant to non-European communities. There are now many more challenges and changes than ever before, and the development rate of new digital libraries is ever accelerating. Delivering educational, cultural, and research resources-especially from major scientific and cultural organizations-has become a core mission of these organizations. Using these resources they will be able to investigate, educate, and elucidate, in order to promote and disseminate and to preserve civilization. Extremely important in conceptualizing the digital environment priorities in Europe was its cultural heritage and the feeling that these rich resources should be open to Europe and the global community. In this book we focus on European digitized heritage and digital culture, and its potential in the digital age. We specifically look at the EU and its approaches to digitization and digital culture, problems detected, and achievements reached, all with an emphasis on digital cultural heritage. We seek to report on important documents that were prepared on digitization; copyright and related documents; research and education in the digital libraries field under the auspices of the EU; some other European and national initiatives; and funded projects. The aim of this book is to discuss the development of digital libraries in the European context by presenting, primarily to non-European communities interested in digital libraries, the phenomena, initiatives, and developments that dominated in Europe. We describe the main projects and their outcomes, and shine a light on the number of challenges that have been inspiring new approaches, cooperative efforts, and the use of research methodology at different stages of the digital libraries development. The specific goals are reflected in the structure of the book, which can be conceived as a guide to several main topics and sub-topics. However, the author’s scope is far from being comprehensive, since the field of digital libraries is very complex and digital libraries for cultural heritage is even moreso.

The ICDL Conferences are recognized as one of the most important platforms in the world where noted experts share their experiences. This open access book addresses communicative aspects of the current COVID-19 pandemic as well as the epidemic of misinformation from the perspective of argumentation theory. Argumentation theory is uniquely placed to understand and account for the challenges of public reason as expressed through argumentative discourse. The book thus focuses on the extent to which the forms, norms and functions of public argumentation have changed in the face of the COVID-19 pandemic. This question is investigated along the three main research lines of the COST Action project CA 17132: European network for Argumentation and Public PoLicY analysis (APPLY): descriptive, normative, and prescriptive. The volume offers a broad range of contributions which treat argumentative phenomena that are directly related to the changes in public discourse in the wake of the outburst of COVID-19. The volume additionally places particular emphasis on expert argumentation, given (i) the importance expert discourse has had over the last two years, and (ii) the challenges that expert argumentation has faced in the public sphere as a result of scientific uncertainty and widespread misinformation. Contributions are divided into three groups, which (i) examine various features and aspects of public and institutional discourse about the COVID-19 pandemic, (ii) scrutinize the way health policies have been discussed, debated, attacked and defended in the public sphere, and (iii) consider a range of proposals meant to improve the quality of public discourse, and public deliberation in particular, in such a way that concrete proposals for argumentative literacy will be brought to light. Overall, this volume constitutes a timely inquiry into all things argumentative in pandemic discourse. This volume is of interest to a broad readership including philosophers, linguists, communication and legal scholars, and members of the wider public who seek to better understand the discourse surrounding communicative phenomena in times of crisis. The papers were organized in topical sections named: topic modeling and semantic analysis; social media, web, and news; heritage and localization; user experience; digital library technology; and use cases and digital librarianship.

This study explores the role that communications technologies can play in securing rural America's future. It develops several policy strategies and options to encourage economic development. The study was requested by the Joint Economic Committee of Congress and Senators Charles E. Grassley and Orrin G. Hatch. Chapter 1 provides a summary and policy conclusions. Chapter 2, "The Challenge for Rural America," describes unemployment, poverty, and out-migration and advocates upgrading the labor force. Chapter 3, "Rural America and the Changing Communication Infrastructure," proposes Rural Area Networks to deliver communication services to rural areas. Chapter 4, "Rural Development," explains a holistical approach to rural development that accompanies economic development by improving education, health care, and public administration capacities. Chapter 5, "Regulation and Rural Development," recommends that regulators must develop new regulatory approaches for rural areas. Finally, Chapter 6, "The Role of the Federal Government: Orchestrating Cooperation and Change," suggests that the Federal Government make rural development and the use of communications technologies a national priority. The appendix is a field journal that gives narrative impressions of the four states visited during the study: Kentucky, New Mexico, Washington, and Maine.
