This book provides an introduction to the theory and practice of diplomacy and its vital role in an era of increasing international uncertainty. The work employs a distinctive "diplomatic perspective" on international relations and argues that the experience of conducting diplomacy gives rise to a set of priorities: first, the peaceful resolution of disputes; second, the avoidance of unwanted conflict; and, third, the minimization of the intensity of violent conflict where it has become unavoidable. It argues that changes in the international system require a shift in priorities from the diplomacy of problem-solving by building institutionalized cooperation, to the diplomacy of managing relationships between people. Divided into three sections, the first examines what is meant when we talk about diplomacy, why we need diplomats, and the operations of the modern diplomatic system of states. The second discusses the "three bads," about which people generally worry: bad leaders, bad media, and bad followers. The idea of "bad" is considered in terms of the moral character, professional competence, and the consequences of what people do for us. The final section discusses diplomacy and bad diplomats, reviewing what people can do to help themselves and the professionals be good diplomats. This book is intended as a primary text for courses in international diplomacy and as a supplementary text for courses on contemporary issues in international relations.

This book examines the concept of new public diplomacy against empirical data derived from three country case studies, in order to offer a systematic assessment of policy and practice in the early 21st century. The new public diplomacy (PD) is a major paradigm shift in international political communication. Globalisation and a new media landscape challenge traditional foreign ministry 'gatekeeper' structures, and foreign ministries can no longer lay claim to being sole or dominant actors in communicating foreign policy. This demands new ways of elucidating foreign policy to a range of nongovernmental international actors, and new ways of evaluating the influence of these communicative efforts. The author investigates the methods and strategies used by five foreign ministries and cultural institutes in three countries as they attempt to adapt their PD practices to the demands of the new public diplomacy environment. Drawing upon case studies of US, British, and Swedish efforts, each chapter covers national policy, current activities, evaluation methods, and examples of individual campaigns. For the diplomat of the 21st century, success hinges on proficiency in a multitude of areas and familiarity with a variety of technological tools. Today's diplomats also require strong teamwork skills to collaborate with other groups, such as humanitarian organizations operating in the same host country. The U.S. Department of State currently uses 13 dimensions, covering a wide area of competencies, to gauge the knowledge, skills, and attitudes of prospective applicants. The department has recently added a quantitative skills requirement, but technology competencies are not yet part of the dimensions. A comparative analysis of human resource (HR) requirements among public, private, and nonprofit organizations with international missions reveals that State competes for similar sets of individuals. In many areas, its practices also lag those of the Defense Department and other federal agencies, and it is facing an uphill struggle to recruit highly qualified individuals with sought-after characteristics. The study recommends creating an integrated HR strategy, speeding up the recruitment process (e.g., by widening chokepoints in the clearance process), and boosting retention programs.

Global health diplomacy begins with a recognition that the most effective international health interventions are carried out with sensitivity to historical, political, social, economic, and cultural differences. It focuses on the interplay of globalization, economic interdependence, social justice, and the enlightened self-interests of nations.
