This book provides an account of how local government units in the Philippines engage marginalized and geographically isolated communities in taking part in pre-disaster communication efforts. The book focuses on communities classified by the government as Geographically Isolated and Disadvantaged Areas (GIDA) on the culturally rich island of Mindanao, Philippines. The focus is centered on GIDA communities because they are assumed to receive less information and help in relation to their circumstances. This book accounts for the disaster preparedness communicative conditions of people living in GIDAS and identifies synergies and tensions in the engagement process. As such, specific branches of enquiry focus on how information-seeking and sharing experiences of GIDA communities inform the current practice of community engagement. In taking this research approach, this book deliberately gives voice to these marginalized and often silenced communities. In general, the study examines other possibilities (or variables) in the pre-disaster risk communication process that truly engage geographically isolated and socioeconomically disadvantaged communities in disaster risk reduction and management (DRRM). Considering the existing methodologies used to engage local communities in DRRM, this book looks at ways in which bottom-up and top-down approaches could be melded together for a transformational level of engagement in these communities. This book presents a collection of papers under the theme of multi-hazard early warning and disaster risks. These were selected from the presentations made at the International Symposium on Tsunami and Multi-Hazard Risks, Early Warning and Community Awareness in supporting implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030. This conference aimed to recognize achievements and to highlight work that still needs to be carried out. The conference promoted collaboration among academia, research institutions and disaster management offices, and further encouraged multidisciplinary and multi-sectoral interaction This International Symposium on Multi-Hazard Early Warning and Disaster Risk Reduction provided an important opportunity to reflect upon our progress to date in tackling disaster risk, but also to consider some of the challenges and opportunities that lay ahead of us. A particular focus of this event wasMulti-Hazard Early Warning. During the negotiations for the Sendai Framework, countries and partners highlighted the need to: 1. Continue to invest in, develop, maintain and strengthen people-centred, end-to-end early warning systems; 2. Promote the application of simple and low cost early warning equipment and facilities; 3. Broaden the dissemination channels for early warning information to facilitate early action. Countries also called for the further development of and investment in effective, nationally compatible, regional multi-hazard early warning mechanisms. To address these needs, global Target (g) of the Sendai Framework was adopted, namely to “substantially increase the availability of and access to multi-hazard early warning systems and disaster risk information and assessments to the people by 2030”. As illustrated by recent events in Indonesia, it is also vital to address the challenge of cascading hazards that pose a tsunami risk, and the importance of linking tsunami early warning to a multi-hazard environment. However, moving towards a multi-hazard environment is complex and poses many challenges but can bring significant benefits in terms of efficiencies and also in recognising the links between hazards, such as cascading threats. We very much hope that this book will provide an important platform to address these and other challenges in addressing disaster risk, as well as supporting implementation of the Sendai Framework for Disaster Risk Reduction

In the field of natural hazards, communicating science with the public and stakeholders involves entering the challenging and complex world of hazard and risk communication, the ultimate purpose of which is to reduce the impact of impending hazards on people at risk. According to the Sendai Framework 2015-2030, it is important to “strengthen the utilization of media, including social media, traditional media, big data and mobile phone networks, to support national measures for successful disaster risk communication.” Sometimes risk communication has collateral and unexpected side effects that may lead to the adoption of inadequate behaviors. In some instances, this can even result in legal actions being taken against scientists and/or emergency managers. The role of the media should be to facilitate the accurate communication of hazard and risk information, but such communication is often hampered by the fact that journalists have different agendas and priorities than scientists, risk communicators, and emergency managers. This does not always support people in their decision making. Accurate communication of hazard and risk is especially important when decisions have to be made within contexts where uncertainty is very high. This is often the case with geohazards, such as earthquakes, tsunamis, volcanic eruptions, and landslides.

This book provides an analytical discussion of the status of disaster risk reduction and governance in an Indian context, drawing examples and lessons from the output of the national and regional level programs and projects and from other relevant experiences in the country. Different types of disasters faced by Indian states are covered, including geophysical and hydrometeorological hazards. The book incorporates and draws upon some of the key lessons from the pre-disaster phase through the disaster phase and finally to the post-disaster phase, thus establishing an effective framework in the form of key lessons learned.
