From earthquakes to oil spills, Italy is recurrently affected by different kinds of disasters. This book brings a critical perspective to post-disaster reconstruction and recovery, which can impact in both the short- and long- term upon society, politics and organizations. It is often assumed that disaster-hit areas return to normality or even 'build back better' thanks to the interventions of experts. Giuseppe Forino considers the complexities of disaster recovery and the sometimes radical changes in individual and collective behaviours that persist following such events. Bringing together the impacts of natural hazards (including climate change and the COVID-19 pandemic), this edited book will stimulate debate on policy and practice in disaster recovery.

This book provides insight into Anthropocene-related studies by IPRA’s Ecology and Peace Commission. The first three chapters discuss the linkage between disasters and conflict risk reduction, responses to socio-environmental disasters in high-intensity conflict scenarios and the fragile state of disaster response with a special focus on aid-state-society relations in post-conflict settings. The two following chapters analyse climate-smart agriculture and a sustainable food system for a sustainable-engendered peace and the ethnology of select indigenous cultural resources for climate change adaptation focusing on the responses of the Abagusii in Kenya. A specific case study focuses on social representations and the family as a social institution in transition in Mexico, while the last chapter deals with sustainable peace through sustainability transition as transformative science concluding with a peace ecology perspective for the Anthropocene.

As the global climate shifts, communities are faced with a myriad of mitigation and adaptation challenges. This book shows how Chinese officials have responded to popular and international pressure, while at the same time seeking to preserve their own careers, in the context of disaster management. Using the 2008 Wenchuan earthquake as a case study, it illustrates how authoritarian regimes are creating new governance mechanisms in response to the changing global environment and what challenges they are confronted with in the process. The book examines both the immediate and long-term effects of a major disaster on China’s policy, institutions, and governing practices, and seeks to explain which factors lead to hasty and poorly conceived reconstruction efforts, which in turn reproduce the very same conditions of vulnerability or expose communities to new risks. In short, it tells a “political” story of how intra-governmental interactions, state-society relations, and international engagement can shape the processes and outcomes of recovery and reconstruction.

This book examines how states in eight countries across Asia and the Pacific address internal displacement in the context of disasters and climate change. The Asia and the Pacific region accounts for the majority of global disaster-related displacement, but the experience of the millions of individuals displaced differs according to gender, age, ethnicity, (dis)ability, caste, and so forth and is dependent on the legal, administrative, social, and economic structures and processes in place to support them. This book adopts a human rights-based approach, investigating the role of law and policy in preventing displacement, protecting people who are displaced, and engendering durable solutions across cases drawn from Thailand, Cambodia, Indonesia, the Philippines, Nepal, Bangladesh, Vanuatu, and the Solomon Islands. The specific cases in the book also reflect critically on the term ‘displacement’ and the wider normative framework within which this phenomenon is conceptualised and addressed. The book will be of interest to students, researchers, and practitioners working at the intersection of human rights, human mobility, development, disaster risk reduction and management, and climate change adaptation.

The goal of this book is to explore disaster risk reduction (DRR), migration, climate change adaptation (CCA) and sustainable development linkages from a number of different geographical, social and natural science angles. Well-known scientists and practitioners present different perspectives regarding these inter-linkages from around the world, with theoretical discussions as well as field observations. This publication contributes in particular to the discussion on the Sendai Framework for Disaster Risk Reduction (SFDRR) 2015-2030 and the debate about how to improve DRR, including CCA, policies and practices, taking into account migration processes from a large perspective where both natural and social factors are crucial and mutually “alloyed”. Goethe’s 1832 poem Faust offers a vision of humanity realising freedom and prosperity through transcending natural adversity. Changing European Visions of Disaster and Development returns to Faust as a way of exploring the rise and fall of European humanist aspirations to build free and prosperous national political communities protected from natural disasters. Faust stories emerged in early modern Europe linked to the shaking of the traditional religious and political order, and the pursuit of new areas of human knowledge and activity which led to a shift from viewing disasters as acts of God to acts of nature. Faust’s dam building and land reclamation project in Goethe’s poem was inspired by Dutch hydro-engineering and in turn inspired others. Faustian dreams of an engineered future were pursued by the American Yugoslav inventor Nikola Tesla and the country of his birth towards establishing its national independence and escaping the fate of being a borderland. Faust remains a compelling reference point to explore European visions of disaster and development. If Faust captured the European spirit of earlier centuries, what is today’s outlook? Ambitious Faustian development visions to eradicate natural disasters have been replaced by anti-Faustian risk cosmopolitanism sceptical towards human activity in ways counter to building collective protection from disaster. Tesla’s country of birth fears returning to being an insecure borderland of Europe. This powerful and timely book calls for a rekindling of European humanism and Faust’s vision of ‘free people standing on free land’.
