As federal funding for public broadcasting wanes and support from corporations and an elite group of viewers and listeners rises, public broadcasting's role as vox populi has come under threat. With contributions from key scholars from a wide variety of disciplines, this volume examines the crisis facing public broadcasting today by analyzing the institution's development, its presentday operations, and its prospects for the future. This discussion paper analyses how technological trends affect the economic rationale for Public Service Broadcasting in Europe. Eight possible market failures from the specific economic characteristics of information are derived. The conclusion is that the public service broadcasting for the digital age should be light in the sense that it has a much smaller mandate.

The Corporation for Public Broadcasting (CPB) was created out of the Public Broadcasting Act of 1967 (P.L. 90-129). The CPB was intended to provide a funding mechanism for individual public broadcasting stations, but not subject these stations to political influence or favouritism. Therefore, the CPB receives an annual appropriation, and then uses this money, in addition to foundation, corporate, individual memberships, and other funding sources, to provide grants to individual public television and radio broadcast entities. The Public Broadcasting System (PBS), National Public Radio (NPR), and Public Radio International (PRI) do not receive any direct appropriations from CPB; all of the appropriated money goes directly to member stations of these organisations. The number of radio and television public broadcasting stations supported by the CPB increased from 270 in 1969 to approximately 1,100 as of August 2003, of which 356 are television stations. Public broadcasting stations are mostly run by universities, non-profit community associations, and state government agencies. Public broadcasting is regarded as a public service. To serve most Americans, public television reaches approximately 99% of the population and public radio, 91%. With regard to programming, the public broadcasting system observes the principle of local autonomy. That is, public broadcasting stations make decisions independently of the CPB as to what programming will be available to their viewing or listening audience as well as on their programming schedule. The CPB serves as an umbrella organisation for public television and radio Broadcasting. The CPB's principal function is to receive and distribute government contributions (or federal appropriations) to fund national programs and to support qualified member radio and television stations based on legislatively mandated formulas. The bulk of these funds are to provide Community Service Grants (or CSGs) to member stations that have matching funds. By law, the CPB is authorised to exercise minimum control of "program content or other activities" of local member stations. The CPB is prohibited from owning or operating any of the primary facilities used in broadcasting. In addition, it may not produce, disseminate, or schedule programs. The dominant commercial Internet platforms endanger democracy. They have created a communications landscape overwhelmed by surveillance, advertising, fake news, hate speech, conspiracy theories, and algorithmic politics. Commercial Internet platforms have harmed citizens, users, everyday life, and society. Democracy and digital democracy require Public Service Media. A democracy-enhancing Internet requires Public Service Media becoming Public Service Internet platforms – an Internet of the public, by the public, and for the public; an Internet that advances instead of threatens democracy and the public sphere. The Public Service Internet is based on Internet platforms operated by a variety of Public Service Media, taking the public service remit into the digital age. The Public Service Internet provides opportunities for public debate, participation, and the advancement of social cohesion. Europe is marked by a great diversity in public service broadcasting culture which is a result of the different political, economic, cultural and social realities in different European countries. This publication examines the development of public service broadcasting, its current raison d'ãtre and its perspectives in the digital media era. It also addresses the demands and expectations placed on public service broadcasting: how are these demands expressed and how do today's broadcasters meet these demands? This book investigates public service broadcasting (PSB) models in post-authoritarian regimes, and offers a critical inspection of the development of a Western European-originated PSB system in Asian transitional societies, in particular in Indonesia since the 1990's. Placing the case of Indonesia's PSB within the context of global media liberalization, this book traces the development of public service broadcasting in post-authoritarian societies, including the arrival of neoliberal policy and the growth of media oligarchs that favour free market media systems over public interest media systems. The book argues that Western European PSB models or 'BBC-like' models have travelled to new democracies, and that autocratic legacies embedded in former state-owned radio and television broadcasters have resisted pro-democratic media pressures. As such, similar to new PSBs in other post-colonial, transitional and global south regimes, such as in Arab states or Bangladesh, this book demonstrates that the adoption of PSB in Indonesia has not reflected the ideal PSB project initially envisaged by media advocates but was flawed in both media policy and governance. It explores the history of broadcast governance in authoritarian Indonesia, and considers how Western European PSB or 'British Broadcasting Corporation/BBC-like' models have travelled – somewhat uneasily – to new democracies, but also how autocratic legacies embedded in former state-owned radio and television channels have resisted external parties of pro-democratic media systems.
