This book examines traditional balance of power theory from a political-economic perspective, using historical examples, to draw out distinctions between the liberal and realist approach and how this affects grand strategy. The realist view of the balance of power theory includes implicit assumptions that economic assets can be turned quickly into power, and that states always respond to threats quickly and only with a view to the 'short-run'. These assumptions drive many of the expectations generated from traditional balance-of-power theory, discouraging realists from looking at domestic sources of power, which in turn undermined their ability to frame strategic decisions properly. By thinking about how power must be managed over time, however, we can model the choices policy-makers confront when determining expenditures on defense, while keeping an eye on the impact of those costs on the economy. By emphasizing the role of the state, identifying different causal patterns in domestic politics, and demonstrating the importance of systemic competition, this book aims to establish why a neo-classical realist approach is not only different from a liberal approach, but also superior when addressing questions on grand strategy. This book explains changes to Iranian grand strategy over the past four decades, and it does so by advancing a multicausal model that unifies the three main paradigms of International Relations (IR) theory. Hence, ideas (constructivism) mediate between the structure of material capabilities (realism) and agents (liberalism) and interact with each to produce, respectively, threat perception and political preferences. Using these two explanatory factors, the author demonstrates how the Islamic Republic’s grand strategy has systematically varied over time to produce a mix of outcomes that includes balancing, expansionism, bandwagoning, appeasement, engagement and retrenchment. Beyond its theoretical contribution, this book is policy-relevant in that it explains – and predicts – the external conduct of what is arguably the Middle East’s most consequential actor, with implications reverberating far beyond the region. Why do great powers sometimes favor one country over another in the conduct of their foreign economic policies?

This book develops a new approach in explaining how a nation's Grand Strategy is constituted, how to assess its merits, and how grand strategies may be comparatively evaluated within a broader framework. The volume responds to three key problems common to both academia and policymaking. First, the literature on the concept of grand strategy generally focuses on the United States, offering no framework for comparative analysis. Indeed, many proponents of US grand strategy suggest that the concept can only be applied, at most, to a very few great powers such as China and Russia. Second, characteristically it remains prescriptive rather than explanatory, ignoring the central conundrum of why differing countries respond in contrasting ways to similar pressures. Third, it often understates the significance of domestic politics and policymaking in the formulation of grand strategies - emphasizing mainly systemic pressures. This book addresses these problems. It seeks to analyze and explain grand strategies through the intersection of domestic and international politics in ten countries grouped distinctively as great powers (The G5), regional powers (Brazil and India) and pivotal powers hostile to each other who are able to destabilize the global system (Iran, Israel, and Saudi Arabia). The book thus employs a comparative framework that describes and explains why and how domestic actors and mechanisms, coupled with external pressures, create specific national strategies. Overall, the book aims to fashion a valid, cross-contextual framework for an emerging research program on grand strategic analysis.
