Based on a colloquium sponsored by the Water Science and Technology Board, this book addresses the need for research toward the problems of water management during drought episodes. During the past decade many countries in the world have experienced droughts, with severe impacts on water urban supply systems. Because droughts are natural phenomena, water utilities must design and implement drought management plans. This topic was selected for the International Course on Drought Management Planning in Water Supply Systems, which took place in Valencia, Spain, on 9-12 December 1997, and was hosted by the Universidad Internacional Menéndez y Pelayo (UIMP). The contributions in this book have been carefully selected and presented in four sections: Introduction Water Supply Systems Modernization Drought Management in an Urban Context Practical Cases (Israel, USA, Italy, Spain) To achieve a well-balanced approach, authors were invited from academia as well as from consultancies and water utilities, and have wide experience in the subject. The book is mainly aimed at water supply engineers, working in utilities and consultancies.

Drought draws together contributions from over 75 leading international researchers in the field to present the most comprehensive body of research on the physical and social dimensions of drought to date. Losses of life and property in the United States-and throughout the world-resulting from hydrologic hazards, including floods, droughts, and related phenomena, are significant and increasing. Public awareness of, and federal attention to, natural disaster reduction, with a focus on mitigation or preparedness so as to minimize the impacts of such events, have probably never been greater than at present. With over three-quarters of federal disaster declarations resulting from water-related events, national interest in having the best-possible hydrologic data, information, and knowledge as the basis for assessment and reduction of risks from hydrologic hazards is clear. The U.S. Geological Survey (USGS) plays a variety of unique and critical roles relevant to hydrologic hazard understanding, preparedness, and response. The agency's data collection, research, techniques development, and interpretive studies provide the essential bases for national, state, and local hydrologic hazard risk assessment and reduction efforts. This work includes some of the more traditional activities of the Water Resources Division (e.g., streamflow measurement) and some of the more innovative interdisciplinary activities (e.g., hydrologic research, educational outreach, real-time data transmission, and risk communication) being pursued in cooperation with other divisions of the USGS, other federal and state agencies, and other local entities. This report aims to help shape a strategy and improve the overall framework of USGS efforts in these important areas.

Significant vulnerability of water systems to drought is a common issue of water resources management in Mediterranean regions. This is due both to the increasing occurrence and severity of drought events and to the growing demand for municipal, tourist, and agricultural uses. The INCO-DC project entitled "A Decision Support System for Mitigation of Drought Impacts in the Mediterranean Regions" (DSS DROUGHT) addresses this issue, contributing to an improved management of water supply systems for irrigation, which represents the most consumptive sector of water resources uses in the Mediterranean region. In order to develop a comprehensive approach toward improved operation of irrigation systems under drought conditions, the project was developed around the following five main, strictly interconnected tasks: Identification of drought characteristics at a site and over a region Modelling irrigation management under conditions of water scarcity Modelling operation of water supply systems under drought conditions Integration of the developed methodologies within a Decision Support System software package Definition of requisites for Drought Watch Systems The research resulted in an advancement of knowledge through in-depth analysis of innovative methodologies, the development of tools to help decision-makers in coping with droughts through the implementation of the developed procedures in software packages, and the application of these tools to the case-studies identified by partners in their countries.
