This book provides a comprehensive account of EU's renewable energy policy development as it traces the agenda-shaping, policy formulation and decision-making phases of the EU's secondary legislation on renewable energy – that is the three successive directives of 2001 (RES-E), 2009 (RED), and 2018 (RED II). It also explores the EU's energy policymaking dynamics and assess integration outcomes of these three policymaking instances in the renewable energy field from a comparative perspective. Enriched with elite interviews with the Brussels policy community, and drawing on European integration and public policy literature, the proposed book will resonate with and offer relevant insights to students, scholars, stakeholders, and policymakers interested in EU energy policy, in particular, and European integration, in general.

Andersson of the Institute for Futures Studies; and finally, Dr. Arne Witt16v and Lars Anell from AB Volvo. And let me give a special welcome to our friends from Africa. I will be visiting a number of African nations in January. And while my main mission is to promote trade and investment with the United States, we will be talking about safety, too. Airline safety, for example, is a big concern, as Africa grows and prospers and the demand for air travel expands. We discussed it during recent meetings of the International Civil Aviation Organization in Montreal several weeks ago. And we will do so again during my trip. plan to talk about how my department can help the Also, we many nations of Africa improve highway safety. Africa relies heavily on road transportation. The book adopts an innovative analytical approach to agenda setting by not only presenting successful cases in which energy issues were addressed by means of public policy, but by also analyzing failed attempts to make issues part of the European policy agenda. Another outstanding feature of the book is its use of the latest empirical data on a broad range of energy issues. When are energy issues likely to find their way to the agenda of European policymakers? This is the key research question guiding this collection of empirical studies, which will shed light on both successful and unsuccessful attempts to include energy issues in the European agenda. The multi-level political system of the European Union represents a particularly fruitful setting for addressing this question due to the multiple institutional access points it provides for different groups of actors. The book has three key benefits. First, it provides a theory-informed analysis of agenda setting processes in general and in the European Union in particular. Second, it presents an overview of the most important and emerging dimensions on European energy policy, and third, it helps to develop a research agenda for future research in the field.

Thinking about development and the environment simultaneously is one of the biggest scientific and societal challenges of the 21st century. Understanding the interactions between biophysical systems and human activities in an era of global change requires overcoming disciplinary divides and opening up new epistemological perspectives. This book explores these challenges using a territorial lens. This book highlights the interaction between science and politics and between research in economics and European Union policy-making. It focuses on the use of Quantitative tools, Top-down and Bottom-up models in up-stream European decision-making process through five EU policy case studies: energy taxation, climate change, energy efficiency, renewable energy, and internalisation of external costs. The author reveals how the European Commission grounds part of its legitimacy on the «objectivity of the figures» and on its «technical charisma». Faced by strong stakeholders, an elected European Parliament and a Council representing the national interests, the Commission defends the credibility of its policy initiatives (e.g. energy and environment targets, new market mechanisms) by scientific reports. Through an in-depth analysis of the preparatory legislation (Commission White Papers, Communications, Directive Proposals, Staff Working Documents, Impact Assessments), the author explains how the European Commission justifies economically and supports politically its initiatives. This book offers a new way of understanding the EU decision-making process with special reference to the energy and environment fields.

In 2014, European heads of state selected new targets for the EU as part of the 2030 climate and energy framework. These targets will guide the ambition and nature of EU policy in this area until 2030 and are likely to have important implications for Europe’s transition to a low-carbon economy. This book exposes the role of civil society and business interest groups in setting the policymaking agenda and defining the range of options for the framework. Based on a unique sample of 32 in-depth interviews with Brussels policy elites, this book casts EU interest representation in a new light. In a novel application of the ‘multiple streams approach’, sequential chapters present the problems faced by policymakers, the range of policy options available to address them and the political constraints within which policy entrepreneurs attempted to attached policies to problems.

In the context of multiple crises, EU Energy and Climate policy is often identied as one of the few areas still exhibiting strong integration dynamics. However, this domain is not exempt from contestation and re-nationalization pressures. This collection seeks to understand those contradictory integration and disintegration tendencies by problematizing the notion of authority: When, why, and by whom is EU authority in Energy and Climate policy conferred and contested? What strategies are used to manage authority conflicts and to what effect? These questions are examined in some of the knottiest aspects of EU energy and climate policy, for example, the adoption of the landmark Governance of the Energy Union Regulation, the long-drawn-out attempts to complete the EU’s internal energy market, the struggle to achieve ambitious EU targets in renewable energy and energy efficiency beyond 2020, the blurring of economic and security instruments in external energy policy, or the heated discussions over the Nord Stream 2 gas pipeline. The chapters in this book were originally published as a special issue of the Journal of European Integration.

It is now commonly asserted that climate change will fundamentally change international relations. It has been predicted that global warming will increase conflict within and between states, intensify food insecurity, menace the global trading system and unleash waves of migration. As a result governments are beginning to incorporate these warnings into their foreign policy initiatives. The appropriateness of their incipient responses needs to be examined in finer detail. This book looks at the impact of climate change on European Union (EU) security policy. It explores how governments are reconfiguring their geo-strategy and broader international relations in the wake of climate change warnings. The book demonstrates that although many aspects of EU foreign policies have begun to change, ‘climate security’ is not yet accorded unequivocal or sufficient priority. In doing so, Youngs argues that if climate change policies are to have significant effect they can no longer be treated as a separate area of policy but must be incorporated into the more mainstream debates pertinent to EU common foreign and security policy (CFSP).
