Richard Baldwin is Professor of International Economics at the Graduate Institute, Geneva, having been a visiting professor at Oxford and MIT. He is Editor-in-Chief and founder of VoxEU.org since 2007 and he advises governments around the world on globalisation and integration issues having served in the Bush (Sr) White House in 1990-91. Charles Wyplosz is Professor Emeritus of International Economics at the Graduate Institute in Geneva where he also served as Director of the International Centre for Money and Banking Studies. The decades after World War II were a golden age across much of the world. It was a time of economic miracles, an era when steady jobs were easy to find and families could see their living standards improving year after year. And then, around 1973, the good times vanished. The world economy slumped badly, then settled into the slow, erratic growth that had been the norm before the war. The result was an era of anxiety, uncertainty, and political extremism that we are still grappling with today. In An Extraordinary Time, acclaimed economic historian Marc Levinson describes how the end of the postwar boom reverberated throughout the global economy, bringing energy shortages, financial crises, soaring unemployment, and a gnawing sense of insecurity. Politicians, suddenly unable to deliver the prosperity of years past, railed haplessly against currency speculators, oil sheikhs, and other forces they could not control. From Sweden to Southern California, citizens grew suspicious of their newly ineffective governments and rebelled against the high taxes needed to support social welfare programs enacted when coffers were flush. Almost everywhere, the pendulum swung to the right, bringing politicians like Margaret Thatcher and Ronald Reagan to power. But their promise that deregulation, privatization, lower tax rates, and smaller government would restore economic security and robust growth proved unfounded. In the autumn of 1990 there was a sense of change taking place in the world economy. Readiness for war was occurrin~ in the Middle East and a recession was already underway in a few major countries. The forces of reform and political re-shaping were visible in Eastern Europe and the Soviet Union. We economists, gathering in Osaka, Japan, under the auspices of the International Institute for Advanced Studies (Kyoto) could recognize that the Cold War was over and that politico-economic restructuring would take place among the powers in the Warsaw Treaty Organization. Much has happened since the latter part of 1990 to affect international economic stability. The events of that period were both positive and negative for economic stability, but our concern was weighted towards the negative side. Dur charge and sponsorship was scholarly, and the papers from the learned contributors to the symposium and this resulting volume used the many tools of economic analysis to try to understand the ongoing developments. In the intervening period, while this volume was being prepared and edited, we did not cnange our viewpoints in any fundamental way, and we can take satisfaction in the way our symposium either relates to the unfolding sequence of events in a substantive sense or provides a framework in which to study these events.

A History of European Economic Thought grafts the history of economic thought onto Global History by showing how significant economic ideas have influenced the process of Europe’s formation from the very beginning to the present day. This work combines two classical stories that until today have followed parallel paths. On the one hand, there is the political history of Europe, which is often limited to a few fleeting references to the ideas of the great economists of the past. On the other hand, there is the history of economic thought, which examines Europe as a whole, as a distinct supranational community, only with reference to the institutions created after World War II. The volume sheds light on the constitutive values of Europe, which also stem from a particular economic culture, and provides essential reading for students and scholars of the history of economic thought.

Shaanan challenges the conventional view that unrestricted economic freedom enhances our economic and political well being. He demonstrates that unrestricted economic freedom provides benefits but also inflicts a heavy toll on democracy, free markets and, paradoxically, economic freedom itself.
