The European Conference on e-Government has been running now for 18 years. This event has been held in Italy, Ireland, Belgium, UK, Slovenia, to mention a few of the countries who have hosted it. This year we are refocusing the conference to look more broadly at the area of Digital Government. The conference is generally attended by participants from more than 40 countries and attracts an interesting combination of academic scholars, public sector workers and individuals who are engaged in various aspects of Digital Government research and application.

Adopting an integrated approach, this Handbook examines the design, organization, implementation and evaluation of public service delivery. Emphasizing the complex and dynamic nature of public services, it draws on cutting-edge research to identify responses to the unique challenges of the field.

This book constitutes the refereed proceedings of the 8th Conference on Electronic Governance and Open Society: Challenges in Eurasia, EGOSE 2021, held in St. Petersburg, Russia, in November 2021. The 21 full papers were carefully reviewed and selected from 69 submissions, additionally one invited paper has been included in this volume. This book constitutes the proceedings of the 19th IFIP WG 8.5 International Conference on Electronic Government, EGOV 2020, held in Linköping, Sweden, in August/September 2020, in conjunction with the IFIP WG 8.5 IFIP International Conference on Electronic Participation (ePart 2020) and the International Conference for E-Democracy and Open Government Conference (CeDEM 2020). This volume, the 36th issue of Transactions on Large-Scale Data- and Knowledge-Centered Systems, contains eight revised, extended papers selected from the 3rd International Conference on Future Data and Security Engineering, FDSE 2016, and the 10th International Conference on Advanced Computing and Applications, ACOMP 2016, which were held in Can Tho City, Vietnam, in November 2016. With a focus on cargo transportation, this book addresses the development of approaches intended to secure an infrastructure of smart services to support the adaptive implementation of online multi-modal freight transport management processes.
