This book offers an original analysis of the long-term impact of western and Chinese economic and development cooperation policies in Africa. It argues that western Official Development Assistance (ODA) has failed to create viable and autonomous economies in beneficiary countries not (only) because of corruption, inefficiencies and cultural differences, but because it was never meant to do so. Raudino demonstrates, rather, that it was always designed to provide relief measures and nurture political relations rather than create genuinely industrialized and self-reliant economies. Similarly, by analyzing the nature of Chinese economic investments in Africa the author shows that China’s governmental policies hardly represent a revolutionary departure from the cooperation standards set by the West. In making these observations he also taps into the broader question of why wealth continues to be generated unequally across the world. After many years of disappointing performance, Sub-Saharan Africa has shown impressive growth performance since the start of the millenium. However, the impact of this on poverty reduction is still not well understood and this led the African Economics Research Consortium in Nairobi to undertake a major collaborative research project on the linkages between growth and poverty reduction in Sub-Saharan Africa. This volume is based on research undertaken by world leading researchers on major issues influencing the extent to which growth can translate into poverty reduction. The volume includes two review chapters on the impact of growth on poverty reduction, and on the impact of widespread poverty on economic growth, and argues that both relationships are important for understanding how growth and poverty reduction interact. The volume focuses, in detail, on the role of agriculture, the labour market, the informal sector, the industrial sector, the global context, and macroeconomic issues. All chapters comprise an extensive review of the existing literature and highlight new and important directions. Despite a long history of regional integration and a multiplicity of regional organizations in southern Africa, the effect of regional integration on economic growth and poverty reduction remains debatable or elusive. This causes many to doubt whether regional integration is in actual fact an effective poverty-reduction strategy. Accordingly, the focus of this book is to explore and analyze whether specific Southern African Development Community (SADC) trade integration policies, especially the trade liberalization regime, have produced economic growth and reduced poverty in the region. While it is generally agreed that economic growth is the panacea to poverty reduction, there is little evidence as to whether regional integration in Africa is associated with economic growth in the countries concerned and subsequently leads to poverty reduction. The book makes recommendations on how the SADC FTAs can contribute to poverty reduction and socioeconomic development, and goes on to suggest policy proposals on how to enhance the contribution of the FTAs to poverty eradication and economic development. It also identifies specific activities to be undertaken to enable supply-side and productive competitiveness interventions to support the FTAs and contribute to economic development.
