Economic Policy Instruments For Plastic Waste

eBook Download

BOOK EXCERPT:

Achieving a high quality of waste plastic materials and recycling processes is a key challenge in closing the resource loops for plastics. This report reviews the status and trends for plastic waste flows and treatment in Denmark, Finland, Norway and Sweden. Furthermore, it gives an overview of existing policy instruments and the main challenges for designing policy instruments for improved recycling of plastic waste in these Nordic countries. The report identifies potential market failures associated with closing the resource loops for plastics. It reviews the economics research literature on policy instrument design for achieving optimal recycling rates and makes policy recommendations from the Nordic perspective. Finally, it presents results from a survey on market conditions to managers in the recycling and plastic manufacturing industry in Sweden.

Where Is The Value In The Chain

eBook Download

BOOK EXCERPT:

Where Is the Value in the Chain? Pathways out of Plastic Pollution aims to support policy makers in their efforts to address plastic pollution. By examining the economic and financial implications of plastic management, the report provides key recommendations on how to create a comprehensive approach to addressing plastic pollution and to help policy makers make informed decisions for plastic pollution management. The report brings together new evidence from three analytical undertakings: • Tackling Plastic Pollution: Toward Experience-Based Policy Guidance—A review of existing literature and a summary of findings from the ex post analysis of the effectiveness of plastics policies in 10 countries and states and an evidence-based policy guidance aimed at policy makers and stakeholders involved in design, implementation, and evaluation of policies to manage plastic pollution. • The Plastic Substitution Tradeoff Estimator (the Estimator)—An innovative model that estimates the external costs of 10 plastic products and their alternatives along their entire life cycle, developed and piloted in five countries. The Estimator can be applied in any country to identify what substitution materials, or what combination of them, would perform best in a given scenario and to examine tradeoffs between plastics and alternatives to help establish targets for reduction and substitution. • The Plastic Policy Simulator (PPS)—A country-level, data-driven model for policy analysis to better describe the impacts of different policy instruments and policy packages on individual economic agents and on the plastic value chain at large. The PPS has been developed as a universal model and piloted in Indonesia. Its objective is to support policy makers and others in government, industry, and civil society in search of policy solutions to stem the flow of plastics by bringing an evidence-based approach to policy.

Selection Design And Implementation Of Economic Instruments In The Solid Waste Management Sector In Kenya

eBook Download

BOOK EXCERPT:

The Kenyan government is trying to reduce the negative environmental impacts associated with the production and disposal of solid waste. This study identifies and reviews existing policies, and presents economic incentives to reduce littering and emissions generated from the production, collection, transportation and disposal of polythene bags. The publication sets out: (i) to promote the production and consumption of cleaner packaging alternatives in Kenya; (ii) to formulate a policy proposal in collection, transport, disposal and reuse of polythene bags; (iii) to raise awareness of the problems relating to polythene bags; (iv) to support the development of environmentally friendly bags, as well as to assist other policymakers wishing to implement sustainable policy packages in the waste sector.

Policy Scenarios For Eliminating Plastic Pollution By 2040

eBook Download

BOOK EXCERPT:

Plastics provide multiple benefits to society, but their lifecycle − from feedstock extraction and polymer production to use and disposal − contributes to pollution, climate change and biodiversity loss. Current policies are inadequate to meaningfully alter trends in plastic flows and related pollution. This report provides insights into the potential environmental benefits and economic consequences of different levels of international policy ambition towards ending plastic pollution by 2040. Based on the quantification of the main drivers of plastics production and use, waste and pollution, the report provides projections of the plastics lifecycle, waste generation and treatment, as well as related leakage to the environment. The report presents and contrasts a range of policy scenarios with varying levels of ambition in terms of the stringency, lifecycle scope and geographical coverage of policies implemented. Its findings can inform a critical stage of international negotiations to develop a legally binding agreement to end plastic pollution.

Effective Waste Management And Circular Economy

eBook Download

BOOK EXCERPT:

Effective Waste Management and Circular Economy: Legislative Framework and Strategies is an invaluable resource for researchers, policymakers, implementers and PhD, graduate and Under Graduate level students in universities and colleges analysing the legal framework, strategies in waste management, circular economy adoption, use of mathematical and statistical modelling in setting waste management strategies, sanitation and Hygiene in waste management. While huge wastes are wasted by dumping, there is potential of resource circulation by enforcing legislative framework to effective resource utilisation and creating business opportunities. Circularity of resources in waste streams can contribute to a more secure, sustainable, and economically sound future through the followings: Effective legal framework, strategies and policy instruments, Adoption of circular economy and recycling technologies, Support of IoT and appropriate decision making and modelling, Adoption of alternatives to plastics and other hazardous materials, Economic feasibility as business case, commercialisation, generating employment. This book addresses most of the above issues in a lucid manner by experts in the field from different countries, which are helpful for the related stakeholders, edited by experts in the field. Sadhan Kumar Ghosh, Professor at Jadavpur University, internationally well-known expert working in varied interdisciplinary fields including waste management having research collaboration in 40 countries. Sasmita Samanta, Pro-Vice Chancellor, KIIT Deemed to be University, Bhubaneswar, Odisha, India having research experience in management & academic administration. Harish Hirani, Director at CSIR-CMERI, Durgapur, having wider fields of research in IIT Delhi with a number of research collaboration. Carlos RV Silva Filho, Director, Presidente, ABRELPE, Sao Paulo/SP - Brazil & Presidente, International Solid Waste Association, Netherlands has experience of working in number of international projects

Global Plastics Outlook

eBook Download

BOOK EXCERPT:

The global community is far from achieving its objective of ending plastic pollution, unless more stringent and co-ordinated policies are implemented. A key question is: What are the plausible scenarios for the evolution of plastics in the absence of additional measures and, as well, with scaled-up policy action? The Global Plastics Outlook: Policy Scenarios to 2060 provides such a forward-looking perspective. The report presents a set of coherent projections on plastics to 2060, including plastics use, waste as well as the environmental impacts linked to plastics, especially leakage to the environment. Such an outlook on plastics can help policy makers understand the scale of the challenge to transition to a more sustainable and circular use of plastics and the need for additional policy action. By identifying two policy packages to bend the plastic curve, the Outlook allows for a better understanding of the environmental benefits and economic consequences of adopting stringent policies. This second report is a follow-up to the first report - Global Plastics Outlook: Economic Drivers, Environmental Impacts and Policy Options - which quantified current trends in plastics use, waste generation and leakage, as well as identified four policy levers to curb the environmental impacts of plastics.
