The changes taking place in Eastern Europe and Asia are a particular challenge for Japan and Germany. As the immediate neighbours, they are both affected by the economic and social transformations in these regions. Yet, since they are strong economic powers, they have the potential necessary to influence developments, such that Eastern Europe and Asia advance to reciprocal advantage. This volume looks into a wide range of possible supportive measures as far as capital, labour and regulatory systems are concerned, with reference to the specific economic and historic features of Japan and Germany, taking into account the current weakness of the American dollar and the costs of reunification.

Since 1989, the postcommunist societies of Eastern Europe have been subject to policy advice and political and economic pressure which assumes that the development of 'free market' economies is the best route to economic growth and prosperity. The contributors to this volume take issue with this proposition. Though working from different theoretical perspectives, with different interests, they collectively argue that there are better ways to build dynamic and prosperous industrial economies in Eastern Europe than encouraging the respective societies of the region to ape the contents and swallow the myths of the Anglo-American form of capitalism. The sessions lead to a number of hypotheses:- There is a need to analyze historical and economic aspects of phases of relative success of the socialist system of central planning- Next to the important role of distribution of personal incomes and wealth for the success of the transformation process, the question of "optimal change of personal income and wealth distribution" during the process of transformation has to be raised.- In assessing the costs and benefits of reform policies, any methodological approach should take into account an intertemporal perspective- How much does the EU continue protectionism against countries which will not become its members in the near future?- The role of the institutional environment shall not be neglected when analyzing the process of transition: financial markets e. g. are of great relevance for sound development.- An early status of independence for the central bank from public finance obligations appears to help to eliminate the monetary overhang.- A quick, almost instant liberalization strategy (countries of Central and Eastern Europe) seems to be more successful than gradual liberalization (Russia, Ukraine, Belarus) along with interventionism of trade policy.

Socialist economies in Eastern Europe have collapsed and em- barked upon market-oriented reforms. The causes of the demise of centrally planned economies are analyzed and the basic challenges of systemic tranformation discussed. Negative income and wealth effects as well as distribution issues make adjustment extremely difficult. The fundamental roles of privatization and foreign investment are adressed. Foreign economic liberalization is considered to be of centralimportance for a growth-oriented adjustment path in a stage of conflict-prone policy and options. Politico-economic aspects of the new European developments in addition to North-South issues are analyzed. Difficult choices await decison-makers in economic policy and the business community in Eastern Europe and in leading market economies.

Political, social, and economic transformation is a complex historical phenomenon. It can adequately be analysed only by a multidisciplinary approach. The Handbook brings together an international team of scholars who are specialists in their respective research fields. It introduces the most important areas, theories, and methods in transformation research, with particular attention placed on the historical and comparative dimension. Although focussing on post-communist and other democratic transformations in our epoch, the Handbook therefore presents and discusses not only their problems, paths, and developments, but also deals with the antecedent 'waves', beginning with the Meiji Restoration in Japan in 1868 and its aftermath. In 1994, the Asia Foundation's Center for Asian Pacific Affairs began a two-year project to compare the transitions of selected East European and Asian economies from centrally-planned communist systems to market economies. The goal was to shed light on the transition process through an understanding of the underlying economic and institutional dynamics. Societies, whether traditional or modern, experience tension between spontaneity (individual freedom) and control (regulation). Consequently, economies as a subsystem of society experience it too. More specifically, they experience a tension between economic individualism and economic collectivism, which in modern economies revolves around the role of the state in the economy. Since the collapse of communism, this tension has manifested itself not as a tension between market capitalism and command socialism but as a tension between the free market and the interventionist variants of market capitalism. Although currently economic and political liberalization is in evidence worldwide, not only in post-communist societies, its outcome remains uncertain. Liberal democracy in the sense of democratic politics and free-market economics has not triumphed hitherto, and also its future is far from assured. The end of history is not in sight.
