N. 1. 1 Coastal zone pressure and sustainable management challenges Given the continued intensification of the process of globalisation - involving population growth, population density changes via urbanisation, industrial development, increased trade and capital flows, liberalisation of transnational corporation activity and lifestyle and attitudinal changes - coastal zones and their hydrologically linked catchment areas have come under heavy environmental pressure. The scale and extent of socio-economic activities have profound implications for the now coevolving natural and human systems and their complex interrelationships (Turner, Perrings and Folke, 1997). The consequences of this process of change manifest themselves across a range of spatial and temporal scales. Indeed the juxtaposition of different spatial, functional and temporal scales that is inherent in the catchment-coastal ecosystems-seas/oceans continuum poses particularly difficult challenges for both science and resource management/governance.

Water provides benefits as a commodity for agriculture, industry, and households, and as a public good such as fisheries habitat, water quality and recreational use. To aid in cost-benefit analysis under conditions where market determined price signals are usually unavailable, economists have developed a range of alternative valuation methods for measuring economic benefits. This volume provides the most comprehensive exposition to-date of the application of economic valuation methods to proposed water resources investments and policies. It provides a conceptual framework for valuation of both commodity and public good uses of water, addressing non-market valuation techniques appropriate to measuring public benefits - including water quality improvement, recreation, and fish habitat enhancement. The book describes the various measurement methods, illustrates how they are applied in practice, and discusses their strengths, limitations, and appropriate roles. In this second edition, all chapters have been thoroughly updated, and in particular the coverage of water markets and valuation of ecosystem services from water has been expanded. Robert Young, author of the 2005 edition, has been joined for this new edition by John Loomis, who brings additional expertise on ecosystem services and the environmental economics of water for recreational and other public good uses of water.

Nutrient recycling, habitat for plants and animals, flood control, and water supply are among the many beneficial services provided by aquatic ecosystems. In making decisions about human activities, such as draining a wetland for a housing development, it is essential to consider both the value of the development and the value of the ecosystem services that could be lost. Despite a growing recognition of the importance of ecosystem services, their value is often overlooked in environmental decision-making. This report identifies methods for assigning economic value to ecosystem servicesâ€"even intangible onesâ€"and calls for greater collaboration between ecologists and economists in such efforts.

The practical importance of economic valuation information can hardly be overstated. Coastal and marine resource policy planning and management benefit from complete information on the impact of policy decisions. In addition, proper accounting of the impacts of these policy decisions is necessary for benefit-cost analyses and measurements of economic growth over time. Decisions on water management and allocation over time, space, and among uses and users involve economic considerations. The purpose of this report is to produce a review on water resource valuation issues and techniques specifically for the appraisal and negotiation of raw (as opposed to bulk or retail) water resource allocation for agricultural development projects. The review considers raw water in naturally occurring watercourses, lakes, wetlands, soil and aquifers, taking an ecosystem function perspective at a catchment scale, and takes account of the demands from irrigated and rainfed agriculture. It is hoped that the review will have particular application to developing countries where agreed methods for reconciling competing uses are often absent, but nevertheless takes account of valuation approaches that have been made in post industrial economies.

The Use of Economics in Implementing European Environmental Policy is a timely exploation of the use of the Choice Experiment and Contingent valuation methods in different parts of Europe in order to inform environmental policy. Koundouri focuses predominantly on water, wetland, forest and agricultural management and her book includes results, both methodological and empirical, from a recent research project.

Policy and management decisions are often made on financial grounds. However, the economic value of the benefits that people derive from ecosystems, that is, ecosystem services, may not be fully recognised and hence ecosystem considerations may not be incorporated adequately into decision-making processes. This is particularly true for regulating services, the benefits obtained from the regulation of ecosystem processes, the valuation of which requires an interdisciplinary approach. In essence, valuation is a problem solving strategy and a problem is a problem, it does not respect the boundary of any particular discipline.
