This paper explores these different aspects of voter behaviour to assess whether elections can act as an effective accountability mechanism in South Africa. It finds that, while voters are willing to withdraw support from the incumbent party if they disapprove of its performance, they are unlikely to move their support to another party. Sanctioning government performance in the traditional sense is weak, making political accountability through elections more elusive. Paradoxically, the way in which political accountability currently manifests itself in the South African political system may actually lead to the entrenchment of one-party dominance, further reducing incentives for responsive and accountable governance by the incumbent party. The paper concludes that in the South African context electoral accountability relies less on the notion of sanctions as a means to punish government. Instead, greater attention should be given to the method of 'selection' as a means to control politicians. If this line of reasoning is adopted, elections can still act as an accountability mechanism and even as a sanctioning device. An accountability relationship can therefore be established when voters regard elections as an opportunity to choose among parties to select the best possible party on offer.

This decline in electoral support for the party may be interpreted as a degeneration of the ANC through the loss of its moral stature, the erosion of its integrity and disillusionment with its performance as a governing party. Opposition political parties could not capitalise on this seeming disillusionment with the ruling ANC. Caught in their own factional battles and in the midst of corruption scandals, opposition parties were unable to successfully increase their share of the vote, and capture the undecided and disillusioned voter. Elections have emerged as one of the most important, and most contentious, features of political life on the African continent. In the first half of this decade, there were more than 20 national elections, serving largely as capstones of peace processes or transitions to democracies. The outcomes of these and more recent elections have been remarkably varied, and the relationship between elections and conflict management is widely debated throughout Africa and among international observers. Elections can either help reduce tensions by reconstituting legitimate government, or they can exacerbate them by further polarizing highly conflictual societies. This timely volume examines the relationship between elections, especially electoral systems, and conflict management in Africa, while also serving as an important reference for other regions. The book brings together for the first time the latest thinking on the many different roles elections can play in democratization and conflict management.

The third wave of democracy that reached African shores at the end of the Cold War brought with it a dramatic decline from 1990 onwards in dictatorships, military regimes, one-party governments, and presidents for life. Multiparty democracy was at the core of the constitutional revolutions that swept through most of Africa in those watershed years. However, that wave is either losing momentum or receding - or being reversed in its entirety. This volume examines democracy and elections in Africa, a focus motivated by two concerns. First, after 30 years it is important to take stock of the state of constitutional democracy on the continent. The democratic gains of the 1990s and 2000s seem to be falling by the wayside, with the evidence mounting that regimes are concealing authoritarianism under the veneer of elections, doing so in an international context where populist regimes are on the rise and free and fair multiparty elections are consequently no longer a given. It is becoming a battle to protect and retain constitutional democracy. The second reason for this volume's focus on democracy and elections is that multiparty democracy is essential for the proper functioning of the state in addressing the major problems facing Africa - internal conflict, inequality and lack of development, and poor governance and corruption. The focus of this volume is thus on how competitive politics or multiparty democracy can be realized and how, through competition, such politics could lead to better policy and practice outcomes.

Despite several idealistic efforts towards a united Africa, the term remains a hypothetical concept symbolizing a desired federal state on the continent. While globalization and interconnectedness have brought prosperity in some parts of the world, Africa has not generally benefited from global decisions.
