Based on two unique survey studies of elites in Norway, this book examines whether elite attitudes towards central national issues have changed in the wake of international and national events and developments since 2000. The chapters examine elite integration and relations between elites and citizens in Norway as a means to discuss the continued viability of the Nordic welfare state model. This insight into how elites relate to central issues in Norwegian society and how they look upon citizens’ political interest and competence in general, will be of interest to academics within sociology and political science, as well as journalists and commentators and policy makers.

The present volume of Comparative Social Research offers a broad set of comparative studies of elites, stretching from the Arab Spring in Tunisia and Egypt to women's political leadership in Brazil and Germany, via attainment of elite positions among minorities in France and the US.

Around 15,000 years ago, almost all humans lived in small mobile foraging bands. By about 5,000 years ago, the first city-states had appeared. This radical transformation in human society laid the foundations for the modern world. We use economic logic and archaeological evidence to explain six key elements in this revolution: sedentism, agriculture, inequality, warfare, cities, and states. In our approach the ultimate cause of these events was climate change. We show how shifts in climate interacted with geography to drive technological innovation and population growth. The accumulation of population at especially rich locations led to creation of group property rights over land, stratification into elite and commoner classes, and warfare over land among rival elites. This set the stage for urbanization based on manufacturing or military defense and for elite-controlled states based on taxation. Our closing chapter shows how these developments eventually resulted in contemporary global civilization.

Few American social programs have been more unpopular, controversial, or costly than Aid to Families with Dependent Children (AFDC). Its budget, now in the tens of billions of dollars, has become a prominent target for welfare reformers and outraged citizens. Indeed, if public opinion ruled, AFDC would be discarded entirely and replaced with employment. Yet it persists. Steven Teles's provocative study reveals why and tells us what we should do about it. Teles argues that, over the last thirty years, political debate on AFDC has been dominated by an impasse created by what he calls "ideological dissensus"—an enduring conflict between opposing cultural elites that have largely disregarded public opinion. Thus, he contends, one must examine the origins and persistence of elite conflict in order to fully comprehend AFDC's immunity to the reform it truly needs-the kind that unites the elements of order, equality, and individualism central to the American creed. One of the first studies to analyze AFDC from a "New Democrat" position, Whose Welfare? sheds new light on the controversial role of the courts in AFDC, the rise of welfare waivers in the mid 1980s, the failure of the Clinton welfare plan, and the victory of block-granting over policy-oriented welfare reform. Teles, however, goes beyond mere critical analysis to advocate specific approaches to reform. He served as governor of Naples and Sicily, where he implemented policies aimed at improving the economy, reducing corruption, and promoting agriculture. When Charles III became king of Spain in 1759 at the age of 42, he inherited a country that was in dire economic, political, and social crisis. He embarked on a series of reforms that aimed to modernize Spain and bring it in line with the European powers. Charles implemented policies aimed at improving public health, reducing poverty, and promoting education. He also reorganized the Spanish army, established a new system of taxation, and supported scientific research. Charles III left a lasting legacy as a reformer who modernized Spain, restored its economic and military power, and improved the welfare of its people.

This book asks an important question often ignored by ancient historians and political scientists alike: Why did Athenian democracy work as well and for as long as it did? Josiah Ober seeks the answer by analyzing the sociology of Athenian politics and the nature of communication between elite and nonelite citizens. After a preliminary survey of the development of the Athenian "constitution," he focuses on the role of political and legal rhetoric. As jurymen and Assemblymen, the citizen masses of Athens retained important powers, and elite Athenian politicians and litigants needed to address these large bodies of ordinary citizens in terms understandable and acceptable to the audience. This book probes the social strategies behind the rhetorical tactics employed by elite speakers. A close reading of the speeches exposes both egalitarian and elitist elements in Athenian popular ideology. Ober demonstrates that the vocabulary of public speech constituted a democratic discourse that allowed the Athenians to resolve contradictions between the ideal of political equality and the reality of social inequality. His radical reevaluation of leadership and political power in classical Athens restores key elements of the social and ideological context of the first western democracy.
