Emergency Politics in the Third Wave of Democracy aims to make an important contribution to the study of emergency politics by offering an up-to-date study of how it works in practice. Specifically, it studies the uses given to the “regime of exception” mechanism in Bolivia, Ecuador, and Peru in the first decade of the 21st century and analyzes potential incompatibilities with the two pillars of democratic governability: efficiency and legitimacy. This book offers a thorough review of existing literature on emergency politics, offering conceptual clarification, identifying three types or paradigms of emergency politics (repressive, administrative, and disaster) and pointing to regimes of exception as a useful route to their study. It also provides an overview of emergency politics in Latin America throughout history, pointing to the predominance of regimes of exception and the repressive paradigm. The book describes the continuity of the repressive paradigm in Peruvian emergency politics to deal with both social protest and the apparent threat of organized crime and terrorism, as well as how Bolivia has shifted from a repressive to a disaster paradigm in the face of pressure to deal with climate change. It also analyzes the predominance of an administrative paradigm in Ecuadorian emergency politics in the context of weak institutions and difficulties in implementing policy as well as a populist style of leadership. Ultimately, the book offers some “best practices” in relation to the design and use of regimes of exception in democratic contexts. Other studies on emergency politics tend to focus on legal or formal issues in the context of the United States War on Terror. This study is decidedly political and empirical in focus, offering analysis and interpretation as a result of intensive fieldwork carried out by the author in Bolivia, Ecuador, and Peru. Consequently, this volume offers important contributions to our understanding of emergency politics in general (with evidence from the periphery) as well as to our understanding of democratization processes in the Third Wave.

This book explores human polity with respect to its nature, context, and evolution. Specifically, it examines how individual wills translate into political ideologies, investigates what social forces converge to shape governmental operations, and probes whether human polity progresses in focus from individual wills to group interests to social integrations. The book entertains five hypotheses. The first is commonsensical: where there are people there is politics. The second is analogous: humans govern themselves socially in a way that is comparable to how a body regulates itself physically. The third is rational: humans set rules, organize activities, and establish institutions upon facts, following reasons, for the purpose of effectiveness and efficiency. The fourth is random: human affairs take place haphazardly under specific circumstances while they overall exhibit general patterns and trends. The final hypothesis is inevitable: human governance evolves from autocracy to democracy to technocracy. The book presents systematic information about human polity, its form, content, operation, impact, and evolution. It sheds light on multivariate interactions among human wills, rights, and obligations, political thoughts, actions, and mechanisms, and social structures, processes, and order maintenances. Pragmatically, it offers invaluable insights into individuals as agents, groupings as agencies, and polity as structuration across the human sphere.

In the growing literature on middle powers, this book contributes by expanding case study analysis and extending international relations theory in its application to foreign policy decisions. Thus, this book builds on prominent middle power literature and aims to advance our theoretical understanding for why crucial foreign policies were made by the “pivotal middle” powers this book examines—Poland, South Korea, and Bolivia. For this book’s three case studies and their first-term leadership’s critical junctures—from first term post-communist Poland, post-authoritarian/post-ruling party South Korea, and post-colonial Bolivia—we have the antecedents for contemporary middle powers essential for realizing the regional evolution for cooperative change with greater powers systemically; we may then grasp today why those historical foreign policies, albeit not so long ago, give us crucial antecedents for adapting and trying, yet again, to resolve seemingly perennial power dilemmas regionally, peacefully. Between 1974 and 1990 more than thirty countries in southern Europe, Latin America, East Asia, and Eastern Europe shifted from authoritarian to democratic systems of government. This global democratic revolution is probably the most important political trend in the late twentieth century. In The Third Wave, Samuel P. Huntington analyzes the causes and nature of these democratic transitions, evaluates the prospects for stability of the new democracies, and explores the possibility of more countries becoming democratic. The recent transitions, he argues, are the third major wave of democratization in the modem world. Each of the two previous waves was followed by a reverse wave in which some countries shifted back to authoritarian government. The annexation of Crimea in 2014 and Russia’s support for military insurgency in eastern Ukraine undermined two decades of cooperation between Russia and the EU leaving both sides in a situation of reciprocal economic sanctions and political alienation. What is left of previous positive experiences and mutually beneficial interactions between the two parties? And, what new communication practices and strategies might Russia and Europe use? Previously coherent and institutionalized spaces of communication and dialogue between Moscow and Brussels have fragmented into relations that, while certainly not cooperative, are also not necessarily adversarial. Exploring these spaces, contributors consider how this indeterminacy makes cooperation problematic, though not impossible, and examine the shrunken, yet still existent, expanse of interaction between Russia and the EU. This book interrogates the ideology and practices of liberal constitutionalism in the Zambian postcolony. The analysis focuses on the residual political and governmental effects of an imperial form of power, embodied in the person of the republican president, termed here prerogativism. Through systematic, long-term ethnographic engagement with Zambian constitutionalist activists – lawyers, judges and civic leaders – the study examines how prerogativism has shaped the postcolonial political landscape and limited the possibilities of constitutional liberalism. This is revealed in the ways that repeated efforts to reform the constitution have sidelined popular participation and thus failed to address the deep divide between a small elite stratum (from which the constitutional activists are drawn) and the marginalized masses of the population. Along the way, the study documents the intimate interpenetration of political and legal action and examines how prerogativism delimits the political engagements of elite actors. Special attention is given to the reluctance of legal activists to engage with popular politics and to the conservative ethos that undermines efforts to pursue a jurisprudence of transformational constitutionalism in the findings of the Constitutional Court. The work contributes to the rising interest in applying socio-legal analysis to the statutory domain in postcolonial jurisdictions. It offers a pioneering attempt to deconstruct the amorphous and ambivalent assemblage of ideas and practices related to constitutionalism through detailed ethnographic interrogation. It will appeal to scholars, students and practitioners with an interest in theorizing challenges to political liberalism in postcolonial contexts, as well as in rethinking the methodological toolbox of socio-legal analysis.
