Expectations about the contribution that volunteering can make are at a new high. This book aims to meet this interest by bringing together in one volume what is known about the phenomenon of volunteering; the principles and practice of involving volunteers, and the enduring challenges for volunteering in today's world.

This work comes at an important time of global crisis and change, where the world is ravaged by natural disasters, wars and poverty. This has increased the pressure on governments and other organisations, such as volunteer sending agencies, which provide aid, and we have seen an upward trend in the number of people volunteering abroad. Within this volatile environment, neoliberal ideology on how aid should be provided and implemented has become embedded in how policy is formulated. A market-driven model of aid provision has become the norm, and governments are increasingly focused on international development volunteering as a form of ‘soft diplomacy’. This is the first qualitative empirical study of international development volunteering. The book contributes theoretical knowledge on International Volunteering Sending Agencies (IVSAs) and examines practitioner experience in development volunteering in the context of emerging policy developments. Critical analysis highlights the impact of global and social changes and provides a nuanced understanding of development volunteer motivation, and the relationship between volunteers and sending agencies. The book also puts forward an agenda and model for volunteer sending that addresses the complexities and diversity of the volunteer experience.

Less visibly volunteers are the heart and soul of community events and festivals, often undertaking multi-faceted roles from event leadership through to operations and ensuring that these celebrations are made possible in the absence of big budgets and professional event staff. Since most research on work focuses on paid work, and most literature on education concentrates on schools, it is not surprising that studies on the relations between work and learning emphasize the relations between paid employment and organized education. This unique book deals with an area that has been rarely covered in the literature on work and education: the connections between volunteer work and informal learning. Through a variety of examples, ranging from the Red Cross to teacher-labourers, from cooperatives to social housing, and from participatory democracy to environmental social movements, this volume examines the learning dimension of volunteer work in different contexts. It also considers the special case of volunteerism among recent immigrants. The case studies analyze three basic types of voluntary organizations: those providing social services, representing local communities and mobilizing for social change. The chapters include profiles of the actual work their members do and detailed accounts of the learning practices they are engaged in during their work, and the impact of such learning on their personal and professional development. There are great expectations of voluntary action in contemporary Britain but limited in-depth insight into the level, distribution and understanding of what constitutes voluntary activity. Drawing on extensive survey data and written accounts of citizen engagement, this book charts change and continuity in voluntary activity since 1981. How voluntary action has been defined and measured is considered alongside individuals’ accounts of their participation and engagement in volunteering over their lifecourses. Addressing fundamental questions such as whether the public are cynical about or receptive to calls for greater voluntary action, the book considers whether respective government expectations of volunteering can really be fulfilled. Is Britain really a “shared society”, or a “big society”, and what is the scope for expansion of voluntary effort? This pioneering study combines rich, qualitative material from the Mass Observation Archive between 1981 and 2012, and data from many longitudinal and cross-sectional social surveys.
