This book provides a wide and deep perspective on the ethical issues raised by pervasive information and communication technology (PICT) – small, powerful, and often inexpensive Internet-connected computing devices and systems. It describes complex and unfamiliar technologies and their implications, including the transformative potential of augmented reality, the power of location-linked information, and the uses of “big data,” and explains potential threats, including privacy invaded, security violated, and independence compromised, often through widespread and lucrative manipulation. PICT is changing how we live, providing entertainment, useful tools, and life-saving systems. But the very smartphones that connect us to each other and to unlimited knowledge also provide a stream of data to systems that can be used for targeted advertising or police surveillance. Paradoxically, PICT expands our personal horizons while weaving a web that may ensnare whole communities. Chapters describe particular cases of PICT gone wrong, but also highlight its general utility. Every chapter includes ethical analysis and guidance, both specific and general. Topics are as focused as the Stuxnet worm and as broad as the innumerable ways new technologies are transforming medical care. This book includes recent research on disruptive technologies, tech ethics, and artificial intelligence. Due to the important advances in technologies such as artificial intelligence, big data, the Internet of Things or bioinformatics produced in recent years, it is necessary to conduct a thorough review of current ethical patterns. One of the research fields that is in full expansion and with a broad future is technology ethics or tech ethics. Just a few years ago, this type of research was a small part, and they did not have too many technology researchers involved. At present, due to the explosion of new applications of artificial intelligence, their problems and their legal barriers have flourished innumerable initiatives, declarations, principles, guides and analyses focused on measuring the social impact of these systems and on the development of a more ethical technology. It is, therefore, a problem that needs to be addressed from an academic and multidisciplinary point of view, where experts in ethics and behavior work together with experts in new and disruptive technologies. In Crisis Vision, Torin Monahan explores how artists confront the racializing dimensions of contemporary surveillance. He focuses on artists ranging from Kai Wiedenhöfer, Paolo Cirio, and Hank Willis Thomas to Claudia Rankine and Dread Scott, who engage with what he calls crisis vision—the regimes of racializing surveillance that position black and brown bodies as targets for police and state violence. Many artists, Monahan contends, remain invested in frameworks that privilege transparency, universality, and individual responsibility in ways that often occlude racial difference. Other artists, however, disrupt crisis vision by confronting white supremacy and destabilizing hierarchies through the performance of opacity. Whether fostering a recognition of a shared responsibility and complicity for the violence of crisis vision or critiquing how vulnerable groups are constructed and treated globally, these artists emphasize ethical relations between strangers and ask viewers to question their own place within unjust social orders.

The disjuncture between the design intent of the developers of ICTs and the needs of the users has often led to surprising use of new technologies, as users have refused to become mere agents of the designers. Individual users have adopted their own uses of ICTs based on the complex webs of relations and meanings in which they function as social actors. Instead of adjusting these webs to new ICTs, they have fit the ICTs into their pre-existing social webs, often resulting in imaginative and creative uses of new technologies, not envisaged by the original designers. The contributions in this volume provide studies of such integrations of ICTs into the lives of human users, and demonstrate that such uses should not be regarded as 'faulty' or 'mistaken', merely because they 'fail' to meet the expectations of the original designers of the ICTs. Instead, human users should be given precedence over ICTs, and the creative uses of 'universal' technologies by individual users should be emphasised and studied, so as to move towards a better understanding and appreciation of the integration of ICTs into human lives. This book accounts for the transformation of organizations in a post-bureaucratic era by bringing a communicational lens to the ontological discussion on organization/disorganization, offering a conceptual and methodological toolbox for studying dis/organization as communication. Increasingly, scholars acknowledge that communication is constitutive of organization; because meaning is always indeterminate, communication also (and simultaneously) generates disorganization. The book synthesizes the major theoretical trends and empirical studies in communication that engage with dis/organization. Drawing on dialectics, relational ontologies, critical theory, systems theory, and affect thinking, the first part of the book offers communicational explanations of how dis/organization unfolds. The second part of the book grounds this theoretical reflection, providing empirical studies that mobilize diverse methodological and analytical frameworks (e.g., ethnography, situational, interactional and genre analysis) for studying the practices of dis/organization. Overall, the book exposes organizations (and organizing processes) as significantly messier, irrational (or a-rational), and paradoxical than scholars of organization typically think. It also offers readers the conceptual and methodological tools to understand these complex processes as communication. This book will be essential reading for scholars in organizational communication or management and organization studies, together with senior undergraduate and graduate students studying organizational communication, organizational discourse, discourse analysis (including rhetoric, semiotics, pragmatism, narratology) and courses in management studies. The ethics and governance of health information is a major contemporary problem. The central dilemma is between the social utility gained by exploiting health data for public health purposes, and privacy concerns about collecting and using personal information. There is a discernible tendency in our digital age to prioritise privacy protection over social utility, which results in increasingly restrictive regulation of data, including health data. This book defends public health from this distinctive threat. The book starts with a comprehensive taxonomy of public health information – including a novel take on the notoriously vexed ‘research-practice’ distinction – and a discussion of the best governance arrangements for all public health information. Privacy is clearly central to this, so the concept of privacy is analysed to clarify the sort of privacy concerns relevant to public health information. This reveals that risks and harms associated with identifiable data are overstated – for example, when all public health data are assumed to be equally dangerous. Conversely, resources to manage privacy concerns about public health information are systematically understated. For one thing, public health should continue its traditional reliance on anonymization to protect individual privacy, despite increasingly sophisticated re-identification techniques. Also, the requirement to gain consent from individuals to use their information is offset by a duty to provide personal data for the sake of public health. In the same vein, the book ends with a discussion of trust, arguing that there are underemployed ways of increasing public trust in the institutions responsible for managing public health data.
