This publication presents the findings of an international horizon scan on dual-use research of concern (DURC) in the life sciences. The scan was based on structured elicitation of information from a group of international and multidisciplinary experts convened by the Science Division of the World Health Organization (WHO).

First and only undergraduate textbook that addresses the social and ethical issues associated with a wide array of emerging technologies, including genetic modification, human enhancement, geoengineering, robotics, virtual reality, artificial meat, neurotechnologies, information technologies, nanotechnology, sex selection, and more.

The Challenges and Opportunities for Education About Dual Use Issues in the Life Sciences workshop was held to engage the life sciences community on the particular security issues related to research with dual use potential. More than 60 participants from almost 30 countries took part and included practicing life scientists, bioethics and biosecurity practitioners, and experts in the design of educational programs. The workshop sought to identify a baseline about (1) the extent to which dual use issues are currently being included in postsecondary education (undergraduate and postgraduate) in the life sciences; (2) in what contexts that education is occurring (e.g., in formal coursework, informal settings, as stand-alone subjects or part of more general training, and in what fields); and (3) what online educational materials addressing research in the life sciences with dual use potential already exist.

Claims about the transformations enabled by modern science and medicine have been accompanied by an unsettling question in recent years: might the knowledge being produced undermine – rather than further – human and animal well being? On the Dual Uses of Science and Ethics examines the potential for the skills, know-how, information, and techniques associated with modern biology to serve contrasting ends. In recognition of the moral ambiguity of science and technology, each chapter considers steps that might be undertaken to prevent the deliberate spread of disease. Central to achieving this aim is the consideration of what role ethics might serve. To date, the ethical analysis of the themes of this volume has been limited. This book remedies this situation by bringing together contributors from a broad range of backgrounds to address a highly important ethical issue confronting humanity during the 21st century.

Synthetic biology offers powerful remedies for some of the world’s most intractable problems, but these solutions are clouded by uncertainty and risk that few strategies are available to address. The incentives for continued development of this emerging technology are prodigious and obvious, and the public deserves assurances that all potential downsides are duly considered and minimized accordingly. Incorporating social science analysis within the innovation process may impose constraints, but its simultaneous support in making the end products more acceptable to society at large should be considered a worthy trade-off. Contributing authors in this volume represent diverse perspectives related to synthetic biology’s social sciences, and reflect on different areas of risk analysis and governance that have developed for the field. Such perspectives include leading scholarly discussion pertaining to risk assessment, governance, ethics, and communication. The chapters of this volume note that while the first twenty years of synthetic biology development have focused strongly on technological innovation and product development, the next twenty should emphasize the synergy between developers, policymakers, and publics to generate the most beneficial, well governed, and transparent technologies and products possible. Many chapters in this volume provide new data and approaches that demonstrate the feasibility for multi-stakeholder efforts involving policymakers, regulators, industrial developers, workers, experts, and societal representatives to share responsibilities in the production of effective and acceptable governance in the face of uncertain risk probabilities. A full consideration of such perspectives may prevent a world of draconian regulations based on an insufficient or incomplete understanding of the science that underpins synthetic biology, as well as any hesitancy or fear by the public to adopt its eventual products.

Technological progress is at the heart of development and the spread of globalization, which has influenced the daily lives of people across the world both materially and psychologically through increasing interdependence, integration and cooperation. However, technology alone, while important, does not offer solutions to the problems facing all communities, with their diverse objectives and conditions. The ECSSR 19th Annual Conference, “Technology: Impacts, Challenges and the Future,” held at the ECSSR on March 18–19, 2014, and the resultant papers contained in this volume, explore the possible impacts of future technological developments in various fields, and the challenges facing their implementation, with a focus on the potential benefits and risks they may bring in a globalized world. Among the topics the authors discuss are: cryptocurrencies; robotics and artificial intelligence; the impacts of technological advances on education; and cyber security and international law. Recent advances in disciplines such as biotechnology, nanotechnology, and neuropharmacology entail a "dual-use dilemma" because they promise benefits for human health and welfare yet pose the risk of misuse for hostile purposes. The emerging field of synthetic genomics, for example, can produce custom DNA molecules for life-saving drugs but also makes possible the creation of deadly viral agents for biological warfare or terrorism. The challenge for policymakers is to prevent the misuse of these new technologies without forgoing their benefits . Innovation, Dual Use, and Security offers a systematic approach for managing the dual-use dilemma. The book presents a "decision framework" for assessing the security risks of emerging technologies and fashioning governance strategies to manage those risks. This framework is applied to fourteen contemporary case studies, including synthetic genomics, DNA shuffling and directed evolution, combinatorial chemistry, protein engineering, immunological modulation, and aerosol vaccines. The book also draws useful lessons from two historical cases: the development of the V-series nerve agents in Britain and the use and misuse of LSD by the U.S. Army and the CIA. This book explores and analyzes the rapid pace of technological evolution in diplomatic, information, military, and economic sectors, which has contributed to a dynamic international policy environment. Global political stability is greatly influenced by innovations originating from numerous sources, including university labs, the technology sector, and military research. Collectively, these innovations guide the movement of people, ideas, and technology that in turn affect the international balance of power. The objective of this volume is to develop new insights into how the proliferation of innovative ideas, low-cost weapons, and dual-use technologies impact the changing global security landscape. Innovative and dual-use technologies can be used for beneficial purposes or defensive purposes. Alternatively they may be appropriated or employed for nefarious purposes by hostile military powers and non-state actors alike. Such actions can threaten global security and stability. As the complexity of technological innovations continues to increase, existing control mechanisms such as international regulations and security arrangements may be insufficient to stem the tide of proliferation over time. As such, this works seeks to assess and present policy solutions to curtail the threat to global stability posed by the proliferation of weapons and dual-use technology.
