Technology has always played a central role in international politics; it shapes the ways states fight during wartime and compete during peacetime. Today, rapid advancements have contributed to a widespread sense that the world is again on the precipice of a new technological era. Emerging technologies have inspired much speculative commentary, but academic scholarship can improve the discussion with disciplined theory-building and rigorous empirics. This book aims to contribute to the debate by exploring the role of technology – both military and non-military – in shaping international security. Specifically, the contributors to this edited volume aim to generate new theoretical insights into the relationship between technology and strategic stability, test them with sound empirical methods, and derive their implications for the coming technological age. This book is very novel in its approach. It covers a wide range of technologies, both old and new, rather than emphasizing a single technology. Furthermore, this volume looks at how new technologies might affect the broader dynamics of the international system rather than limiting the focus to a stability. This handbook provides a comprehensive, problem-driven and dynamic overview of the future of warfare. The volatilities and uncertainties of the global security environment raise timely and important questions about the future of humanity’s oldest occupation: war. This volume addresses these questions through a collection of cutting-edge contributions by leading scholars in the field. Chapter 1 documents that near-term global financial stability risks have receded amid expectations that global disinflation is entering its last mile. However, along it, there are several salient risks and a build-up of medium-term vulnerabilities. Chapter 2 assesses vulnerabilities and potential risks to financial stability in corporate private credit, a rapidly growing asset class—traditionally focused on providing loans to midsize firms outside the realms of either commercial banks or public debt markets—that now rivals other major credit markets in size. Chapter 3 shows that while cyber incidents have thus far not been systemic, the probability of severe cyber incidents has increased, posing an acute threat to macrofinancial stability.

To what extent do cyberspace operations increase the risks of escalation between nation-state rivals? Scholars and practitioners have been concerned about cyber escalation for decades, but the question remains hotly debated. The issue is increasingly important for international politics as more states develop and employ offensive cyber capabilities, and as the international system is increasingly characterized by emergent multipolarity. In Escalation Dynamics in Cyberspace, Erica D. Lonergan and Shawn W. Lonergan tackle this question head-on, presenting a comprehensive theory that explains the conditions under which cyber operations may lead to escalation. In doing so, they challenge long-held assumptions about strategic interactions in cyberspace, arguing that cyberspace is not as dangerous as the conventional wisdom might suggest. In some cases, cyber operations could even facilitate the de-escalation of international crises. To support their claims, Lonergan and Lonergan test their theory against a range of in-depth case studies, including strategic interactions between the United States and key rivals; a series of case studies of the role of cyber operations in international crises; and plausible future scenarios involving cyber operations during conflict. They then apply their analytical insights to policymaking, making the case that skepticism is warranted about the overall efficacy of employing cyber power for strategic ends. Much has been written about the many economic benefits of globalization and the triumph and spread of democratic liberalism with the end of the Cold War, following the demise of the Soviet Union. This work takes issue with such "wine and roses" perspectives about the future of the Western democracies and their faith-based views on the moral purity of a globalized marketplace. It also questions many of the assumptions found in the status quo reinforcing discipline of international political economy (IPE)—a discipline that focuses on the formal and legitimate economies and the façade they present that international relations and commerce is still dominated and dictated solely by the old Westphalian state centric system. Never have so many possessed the means to be so lethal. The diffusion of modern technology (robotics, cyber weapons, 3-D printing, autonomous systems, and artificial intelligence) to ordinary people has given them access to weapons of mass violence previously monopolized by the state. In recent years, states have attempted to stem the flow of such weapons to individuals and non-state groups, but their efforts are failing. As Audrey Kurth Cronin explains in Power to the People, what we are seeing now is an exacerbation of an age-old trend. Over the centuries, the most surprising developments in warfare have occurred because of advances in technologies combined with changes in who can use them. Indeed, accessible innovations in destructive force have long driven new patterns of political violence. When Nobel invented dynamite and Kalashnikov designed the AK-47, each inadvertently spurred terrorist and insurgent movements that killed millions and upended the international system. That history illuminates our own situation, in which emerging technologies are altering society and redistributing power. The twenty-first century "sharing economy" has already disrupted every institution, including the armed forces. New "open" technologies are transforming access to the means of violence.
