Maxwell and Jiirgen von Hagen Kelley School of Business, Indiana University; ZEI, University of Bonn, Indiana University, and CEPR Prior to the 1970's, economic studies of the natural environment were chiefly concerned with the optimal extraction of natural resources such as oil, coal, and timber. This focus reflected the commonly held belief that the natural environmental was sufficient to sustain the world's population in relative comfort (at least in developed nations) and was "there for the taking". By the late 1960's, however, the spectacular levels of economic growth that had taken place since the Second World War began to exact a visible toll on the natural environment. This visibility prompted growing concern for the environment among activists, government officials, academics and the pUblic. This concern has followed a general upward, though cyclic, trend to the present day. Remarkable events during this trend include the issuing of the Brundtland report, and the world environmental summits help in Rio and Kyoto. Concern for the natural environment has impacted the discipline of economics, resulting in the birth of the field of environmental economics that has recently eclipsed in popularity its parent field of natural resource economics.

The continuing development of the European Union (EU) is transforming policy and politics in its member countries, and possibly in an even larger number of potential members. This book offers a detailed investigation of the Europeanization of national environmental policy in ten western European countries since 1970. By blending state-of-the-art theories with fresh empirical material on the many manifestations of Europeanization, it sheds new light on the dynamics that are decisively reshaping national environmental policy. It also offers an original assessment of how far Europeanization has produced greater policy convergence in western Europe. Throughout, the approach taken is genuinely comparative, drawing on the insights provided by leading country specialists.

First published in 1999, this volume contributed to the debate on the European Union in furthering the study of environmental policy and, expressly, by introducing promising young scholars to the debate. The volume is based on a series of seminars for the Interdisciplinary Research Network on Environment and Safety (IRNES) with funding from the UK Economic and Social Research Council (ESRC). These new scholars explore areas including post-decisional politics, sustainability and agricultural biotechnology regulation.

Based on empirical studies of European energy and environmental policies, this book suggests that, in combination, these two policy fields form a consensus in the EU which might also become the basis for a new European ideology, namely European ‘sustainabilism’. It asks why an environmental conscience has grown since the late 1960s in the industrialised world and shows that whilst there is undeniable environmental degradation during this time, and that a European environmental conscience has mainly developed through successive steps of European integration in energy policy. In this connection between energy and the environmental we find one driver for European integration and indeed European identity. If sustainabilism should become a European ideology, it will substantially influence the way future Europeans will live. EU Lobbying: Empirical and Theoretical studies offers an analysis of large empirical studies of interest group politics and Lobbying in Europe. Recognising the continued European economic integration, globalisation and the changing role of the state, it observs significant adaptations in interest mobilisation and strategic behavour. This book assesses the logic of collective and direct action, the logic of access and influence, the logic of venue-shopping and alliance building. It addresses specific issues such as: the emergence of elite pluralism in EU institutions, the pump priming of political action by EU institutions, and the growing political sophistication of private and public interests in Brussels. Through these issues the book explores how interest groups lobby different European institutions along the policy process and how the nature of policy dictates the style and level of lobbying. This book examines the coordination of renewable energy policies in the European Union using an innovative theoretical approach to explain national policy making. David Jacobs asks, why are national support instruments for electricity from renewable energy sources converging, even though the harmonisation of these frameworks at the European level has failed? Which causal mechanisms lead to cross-national policy similarities? And what are the implications for policy coordination in the EU? The author traces the evolution of feed-in tariffs - the most successful and most widely used support mechanism for renewable electricity - in Germany, Spain and France. He reveals increasing cross-national policy similarities in feed-in tariff design - despite the failure of harmonizing instruments at the European level. He explains these increasing policy similarities by applying policy convergence theory. Policy convergence can occur voluntarily, based on transnational communication, regulatory competition and technological innovations and these findings have important implications for European policy steering. The key to this book is the interrelation of an innovative theoretical concept (coordination of policies in the international arena via voluntary cooperation) with a very topical empirical research focus - the promotion of renewable energies in the EU. It will be essential reading for scholars and students of environmental policy, comparative politics and European studies.

These studies were conducted as part of the ENVINNO research project, "Towards an Integration of Environmental and Ecology-Oriented Technology Policy: Stimulus and Response in Environment Related Innovation Networks", which formed part of the Targeted Social and Economic Research (TSER) Programme of Directorate-General XII of the European Commission, now 1 Directorate-General for Research. Policy instruments are techniques used to implement policy goals. Subject to political conflict, they address the relationship between those who govern and those who are governed. Why do political actors choose certain policy instruments to implement policy goals? Systematically comparing policy instruments employed in the European Union's environmental and social policy, Holger Bähr develops a general theoretical framework to illustrate how policy-makers prefer different types of policy instruments depending on the respective effect they wish to have on member state governments, citizens, consumers, and producers. He argues that institutions, the politicisation of policy problems and external events constrain political actors and provide them with the opportunity to transfer their preferred policy instruments into policy outputs at the end of decision-making.
