This open access book presents a comparative study on how large-scale professional development programs for teachers are designed and implemented. Around the world, governments and educators are recognizing the need to educate students in a broad range of higher order cognitive skills and socio-emotional competencies, and providing effective opportunities for teachers to develop the expertise needed to teach these skills is a crucial aspect of effective implementation of curricula which include those goals. This study examines how large-scale efforts to empower teachers for deeper instruction have been designed, how they have been implemented, and their outcomes. To do so, it investigates six programs from England, Colombia, Mexico, India, and the United States. Though all six are intended to broaden and deepen students’ curricular aspirations, each takes this expansion of curricular goals in a different direction. The ambitious education reforms studied here explicitly focus on building teachers’ capacity to teach on a broader set of goals. Through a discerning analysis of program documents, evaluations, and interviews with senior leaders and participants in the programs, the book identifies the various theories of action used in these programs, examines how they were implemented, and discusses what they achieved. The dawn of the twenty-first century has been accompanied by an upsurge of anti-capitalist campaigning, challenging the very basis of the New World Economic order. Dramatic events such as the protests from Seattle to Genoa, have captured media headlines. But media headlines leave key questions unanswered, questions about the ultimate significance of the challenges posed by global social movements and the development of civil society, both South and North. This book sets out to explore the lessons from these experiences of social mobilisation. How can non-governmental organisations, community-based organisations and the labour and trade union movement develop effective campaigning alliances – without becoming institutionalised and incorporated themselves? How can they maintain an effective balance between winning immediate gains without losing sight of longer-term strategies for transformation? This book fills an existing gap within the practice of global citizenship education by offering Asian perspectives. In this book, Soka or value-creating education developed by the Japanese educators, Tsunesaburo Makiguchi (1871-1944) and Daisaku Ikeda (b. 1928) is compared to the ideas of the Indian political leader Mahatma Gandhi (1869-1948). This study of their respective thoughts and movements has a significant bearing on the three domains of learning within the global citizenship education conceptual dimensions of UNESCO – the cognitive, socio-emotional, and behavioral. Approved by the General Assembly of the United Nations in 1989, the United Nations Convention on the Rights of the Child affirms that children in all countries have fundamental rights, including rights to education. To date, 192 states are signatories to or have in some form ratified the accord. Children are still imperilled in many countries, however, and are often not made aware of their guaranteed rights. In Empowering Children, R. Brian Howe and Katherine Covell assert that educating children about their basic rights is a necessary means not only of fulfilling a country's legal obligations, but also of advancing education about democratic principles and the practice of citizenship. The authors contend that children's rights education empowers children as persons and as rights-respecting citizens in democratic societies. Such education has a 'contagion effect' that brings about a general social knowledge on human rights and social responsibility.
