Energy Policy is a component of the Encyclopedia of Energy Sciences, Engineering and Technology Resources which is part of the global Encyclopedia of Life Support Systems (EOLSS), an integrated compendium of twenty one Encyclopedias. Energy policy addresses the economic, environmental, political, planning, and social aspects of energy supply and utilization that confront decision makers, corporate planners, managers, consultants, politicians, and researchers. Energy is of considerable importance given its strategic relevance as a raw material for industry, particularly energy intensive industries, for the quality of life, and for the creation of jobs. The level of energy prices is a critical factor in production costs and prices, and consequently has an important impact on government policy relating to sustainable economic growth, job creation, and prosperity. The book provides a background on the theory and application of policy as it relates to the energy sector, particularly with respect to market failures and potential policy remedies to the energy/ environment dilemma. This volume is aimed at the following five major target audiences: University and College Students, Educators, Professional Practitioners, Research Personnel and Policy Analysts, Managers, and Decision Makers and NGOs.

The aim of this book is to provide energy conservation, increase energy efficiency, reduce the costs of alternative and renewable energy sources, improve energy management systems, and provide energy for world peace. The chapters collected in the book are contributions by invited researchers with long-standing experience in different research areas. I hope that the material presented here is understandable to a wide audience, not only energy and mechanical engineering, but also scientists from various disciplines. The book contains seven chapters in four sections: “Introduction to the Energy,” “Energy Policy,” “Energy Application for Country,” and “Implementation of Other Energy Technologies and Policies and Policies.” This book shows detailed and up-to-date evaluations in different areas and was written by academics with experience in their fields. WHO has developed a repository of recent policies that have been implemented to support transitions to cleaner household fuels. This Household Energy Policy Repository is part of the Clean Household Energy Solutions Toolkit (CHEST), which is designed to facilitate implementation of the WHO Guidelines for Indoor Air Quality: Household Fuel Combustion (2014). The Repository serves as a clearinghouse for national, regional, and local policies, regulations, and legislation promoting cleaner household energy use with additional information on policy implementation, impacts, and any available independent evaluations of policy effectiveness.

Botswana Energy Policy, Laws and Regulation Handbook

The roles and applications of various modeling approaches, aimed at improving the usefulness of energy policy models in public decision making, are covered by this book. The development, validation, and applications of system dynamics and agent-based models in service of energy policy design and assessment in the 21st century is a key focus. A number of modeling approaches and models for energy policy, with a particular focus on low-carbon economic development of regions and states are covered. Chapters on system dynamics methodology, model-based theory, fuzzy system dynamics frame-work, and optimization modeling approach are presented, along with several chapters on future research opportunities for the energy policy modeling community. US Energy Policy and the Pursuit of Failure is an analytic history of American energy policy. For the past forty years, the US government has tried to develop comprehensive policies on energy, yet these efforts have failed repeatedly. These failures have not resulted from a lack of will or funds but rather from an inability to differentiate between what could be undertaken and what could actually be accomplished. This book explains how and why various policy efforts have come about, shows why politicians have been eager to back them, and analyzes why they have inevitably failed. Over the past four decades, US energy policy makers have pursued not just policies that have failed but also a policy process that leads to failure.

This book examines Russia’s multidimensional foreign energy policy and the emerging and ongoing conflicts with energy-consuming and transit countries. Russia’s Foreign Energy Policy examines whether the interdependence patterns shaped through various channels (such as foreign trade, investment, finance, technology, and social interactions) between Russia and energy-importing countries could prevent energy-based conflict. Drawing on semi-structured expert interviews, Kenan Aslanli challenges the one-sided conventional wisdom that focusses on foreign policy ambitions and overlooks the peculiarities of the energy dimension. Instead, Aslanli highlights the complexity of contemporary energy affairs using a holistic approach that goes beyond geopolitics. He examines various energy types such as crude oil, natural gas, and nuclear and considers a diverse range of actors which include energy companies and international organizations. Using examples from Europe, Asia, and the Middle East, Aslanli demonstrates how the Russian strategy of using energy resources as a tool or energy weapon for foreign policy goals has a diminishing return in the long run. This book will be of great interest to students and scholars of energy policy, foreign policy, and Russian studies more broadly.

Originally published in 1994. The energy crisis of the 1970s provided an opportune climate for public sector entrepreneurship to develop. The authors present case studies from six innovative and diverse municipalities in Denmark, France, Germany, Sweden and the United States. The studies document problems these communities encountered while implementing new ideas in energy conservation and changes in energy supply and municipal planning. Each community was selected on the basis of its early, vigorous response to the energy crisis, and then followed up to examine roadblocks along the way to innovation in the public sector. The case studies highlight the challenges policy entrepreneurs face and the tactics they employ, revealing crucial differences between public and private sector entrepreneurship.
